- Organizing a National Congress involving invitees recognized for their affinity to Rizal and his works.
- Issuance of commemorative centenary stamps.
- Creation of Jose Rizal Medals to honor contributors to Rizal's teachings.
- National contest for a popular biography of Rizal in multiple languages.
- Establishment of Rizal Centers with libraries and museums in major provincial and city capitals.
Authorization and Organizational Discretion
