Creation of Tagoloan municipality
- Executive Order No. 221 creates a municipality in the province of Lanao del Sur to be known as Tagoloan.
- Tagoloan is constituted of specified barrios, which include Pagalongan, Impaltao, Basak, Dagumboan, San Amoran, San Martin, San Jose, San Rafael, Kibanog, Besigan, Malungun, Mipait, Bitaog, Kolawingan, Domihorog, Tikalaan, Indolang, Ramain, Bagoaingud, Limonsdan, Linotongan, Siugagan, Kibaritan, Dimakiling, Kibulag, Pigkutun, San Antonio and San Alipio.
- Tagoloan also consists of all barrios of the municipalities of Bubong and Kapai, subject to territorial reduction stated in the order.
- The seat of government of Tagoloan is at the barrio of Pagalongan.
- The creation is based on a legislative proposal referred to as House Bill No. 13723, which was approved by the House of Representatives.
Territorial composition and reductions
- Executive Order No. 221 provides that Tagoloan includes all the municipalities of Bubong and Kapai.
- Executive Order No. 221 directs that Bubong and Kapai shall have their present territories minus the portions thereof which are included in Tagoloan.
- The practical effect is that portions of existing territories of Bubong and Kapai that fall within the newly created Tagoloan are removed from those municipalities.
When Tagoloan begins to exist
- Tagoloan shall begin to exist upon the appointment and qualification of the Mayor, Vice-Mayor, and a majority of the councilors.
- The existence of Tagoloan is tied to the completion of those appointments and qualifications, not merely to the date of issuance.
Governing and administrative transition
- Executive Order No. 221 establishes a functioning municipal government structure for Tagoloan by requiring the appointment and qualification of the Mayor, Vice-Mayor, and a majority of the councilors.
- The municipal seat is fixed at Pagalongan, which serves as the administrative center for Tagoloan.

- Executive Order No. 221 is signed by the President as Diosdado Macapagal.
- The signature “By the President” is made by Froilan R. Montalban, Acting Assistant Executive Secretary.
- The order is executed in the City of Manila on December 8, 1965.
