Purpose and municipal creation
- Executive Order No. 65 creates, within the Province of Davao, a municipality to be known as the Municipality of Monkayo.
- The municipality is formed by segregating a portion of the Municipality of Compostela.
- Executive Order No. 65 establishes that Monkayo is to be a regular municipality capable of implementing the Minimum Wage Law and providing essential services.
Territorial boundaries and barangays
- The Municipality of Monkayo consists of the portion of Compostela separated by the boundary line described in the order.
- The boundary starts from M.B.M. No. 6 on the Saug-Compostela boundary line, running southeasterly through M.B.M. No. 7 near Barrio Bankerohan to M.B.M. No. 8 on the junction of the Agusan River and Mapaca River, somewhere south of the barrio of Pilan.
- The boundary then runs northeasterly through M.B.M. Nos. 9 and 10 to M.B.M. No. 11 on the summit of Mt. Agtouganon on the Cateel-Compostela boundary line.
- Executive Order No. 65 provides that the Municipality of Monkayo contains the following barrios: Monkayo (seat of the municipal government), MuAoz, Bayle, Haguimitan, Banglasang, Camungangan, Mamunga, Babag, Pilan, Libasan, Bankerohan, and Linoan.
- Executive Order No. 65 provides that the Municipality of Compostela retains its present territory minus the portion included in the Municipality of Monkayo.
When the municipality begins to exist
- The Municipality of Monkayo begins to exist upon the appointment and qualification of the mayor, vice-mayor, and a majority of the councilors.
- The Municipality of Monkayo also begins to exist upon certification by the Secretary of Finance of financial capability to implement the Minimum Wage Law.
- The Secretary of Finance must certify financial capability to provide all statutory obligations and ordinary essential services of a regular municipality.
- The certification must also show that the mother municipality of Compostela, after segregation, can still maintain its municipal government creditably, meet statutory and contractual obligations, and provide essential municipal services.
