Municipal boundaries and delimitation method

  • The boundary runs northeasterly in a straight imaginary line touching the eastern tip of Cabog Island to a point midway between that point and the opposite shore.
  • The boundary runs northwesterly in an imaginary line touching the northern shore of the unnamed peninsula immediately northeast of the poblacion of Kumalarang to point 2 at barrio Bualan.
  • The boundary proceeds at a 30 degrees northwesterly direction to intersect the bank of Kumalarang River at point 3, then follows the river course upstream to point 4 for a distance of 12,200 meters.
  • The boundary then runs due south in a straight line passing through Lake Wood until it intersects the Malangas–Lapuyan municipal boundary at point 5, with a distance of 15,450 meters.
  • The boundary then returns to point 1 as the point of beginning.
  • The delimitation description is based upon the map of the proposed municipality of Kumalarang furnished by the Highway District Engineer of Zamboanga del Sur.

Conditions for start of existence

  • Kumalarang begins to exist after November 10, 1959.
  • Existence requires appointment and qualification of the mayor, vice-mayor, and a majority of the councilors.
  • Existence further requires certification by the Secretary of Finance that Kumalarang is financially capable of implementing the Minimum Wage Law.
  • The certification must also show that Kumalarang can provide all statutory obligations and ordinary essential services of a regular municipality.
  • The certification must further show that after segregation, Lapuyan and Malangas can still maintain creditably their respective municipal governments, meet all statutory and contractual obligations, and provide essential municipal services.
