Legal basis and approval
- Executive Order No. 213 is anchored on Section 68 of the Revised Administrative Code for the creation of municipalities.
- The creation of the municipality of Baclaran is linked to legislative approval through House Bill No. 8646, which was approved by the House of Representatives.
Creation of Baclaran municipality
- Executive Order No. 213 creates in the province of Rizal a municipality to be known as Baclaran.
- Baclaran consists of the barrios of Baclaran and Tambo of the municipality of Parañaque in the province of Rizal.
- Baclaran has its seat of government at the barrio of Baclaran.
Territorial coverage and boundary rule
- Executive Order No. 213 defines the boundary separating Baclaran from Parañaque by reference to a line described by bearings and distances.
- The boundary begins at the point marked “a1a” on the attached topographic plan, being S. 86 deg. 10' E.; 265.00 m. to point 2.
- The boundary continues with the following segments: S. 51 deg. 41' E; 1,110.00 m. to point 3; S. 67 deg 25' E,; 2,400.00 m. to point 4; S. 29 deg. 55' E.; 885.00 m. to point 5; S. 18 deg. 35' E.; 910.00 m. to point 6; S. 75 deg. 45' E.; 2,070.00 m. to point 7.a.
- The municipality of Parañaque retains its present territory minus the portion included in the territory of Baclaran.
Administrative implementation requirement
- Executive Order No. 213 requires the appointment and qualification of the Mayor, Vice-Mayor, and a majority of the councilors as the condition for Baclaran to begin to exist.
