Policy, purpose, and intent
- The Order segregates specified barrios from their existing municipalities and organizes them into an independent municipality called the Municipality of Albor.
- The Order establishes the seat of government of Albor at the barrio of Libjo.
Municipal creation: covered areas and boundaries
- The Order segregates the following barrios from the Municipality of Loreto, Province of Surigao: Libjo, Quezon, Bolodbolod, and San Jose.
- The Order segregates the following barrios from the Municipality of Dinagat, Province of Surigao: OsmeAa, Kahayag, Arellano, and Plaridel.
- The municipality of Albor is organized as an independent municipality in the Province of Surigao.
- The boundaries of Albor are defined by a beginning point A and sequential boundary courses described in the Order, including lines across mountains, inland boundary-following segments, and marine-water boundaries.
- The boundary description includes the Islands of Kanihaan, Kayabangan, and Kanhanusa.
- Albor’s boundaries include marine waters that the municipality shall have under Section 2321 of the Revised Administrative Code.
Territorial subtraction from parent municipalities
- Loreto retains its territory minus the portions included in the territory of the Municipality of Albor as delimited by the Order.
- Dinagat retains its territory minus the portions included in the territory of the Municipality of Albor as delimited by the Order.
Governance start and administrative effect
- The municipality of Albor begins to exist upon the appointment and qualification of:
- the mayor;
- the vice-mayor; and
- a majority of the councilors.
- Until that appointment and qualification occurs, Albor is not treated as existing for purposes of the municipality’s governance structure created by the Order.

- The Order is countersigned by Natalio P. Castillo as Executive Secretary.
- The Order is issued in the City of Manila on February 29, 1960.
