Territorial Composition of Municipalities
- Uson, Mobo, and Balud: These municipalities consist of their former territories as they existed before annexation to other municipalities (Dimasalang, Masbate, and Milagros respectively).
- Baleno: Comprises the former territory of the municipality of Baleno pre-annexation to Aroroy, plus the barrio of Magdalena from Masbate municipality.
- Cawayan: Formed from numerous barrios and sitios taken from the municipality of Milagros, including Nauco-Dacu, Maoco-Diot, Cobre, PiAa, and several others as listed.
- Mandaon: Also formed from various barrios and sitios taken from Milagros such as Mandaon, Nailaban, Maolingon, Tumalaytay, and others.
Adjustments to Existing Municipalities
- Dimasalang: Retains its present territory except the portion included in the newly formed municipality of Uson.
- Masbate: Retains its present territory except the areas included in the newly formed municipalities of Mobo and Baleno.
- Aroroy: Retains its present territory except the area included in Baleno.
- Milagros: Retains its present territory except portions included in Balud, Cawayan, and Mandaon.
Commencement of Municipal Existence
- Each newly-created municipality will officially begin to exist upon the appointment and qualification of its mayor, vice-mayor, and majority of its municipal councilors.
Legal Authority and Effectivity
- The Executive Order was signed by the President of the Philippines and the Executive Secretary.
- The creation of these municipalities is grounded in existing statutory provisions (Revised Administrative Code) and follows due administrative procedure.
- The order was promulgated on July 18, 1949, in Manila.
