Creation and Mandate of the Mindanao Power Monitoring Committee (MPMC)
- MPMC established to coordinate national, regional, and local government efforts with power sector stakeholders.
- Aims to address power issues and improve the power situation in Mindanao.
Composition of the MPMC
- Headed by the Mindanao Development Authority (MinDA).
- Member agencies include:
- Department of Energy (DOE)
- Energy Regulatory Commission (ERC)
- National Electrification Administration (NEA)
- National Power Corporation (NPC)
- Power Sector Assets and Liabilities Management Corporation (PSALM)
- Representatives from Mindanao Electric Power Alliance (MEPA) and Association of Mindanao Rural Electric Cooperatives (AMRECO) also invited as members.
Duties and Functions
- Develop and maintain a comprehensive database on Mindanao's power sector.
- Assess the current power sector situation and viability of Mindanao Power Summit recommendations.
- Regularly submit reports and recommendations directly to the President.
- Perform additional duties as necessary to implement the EO.
Secretariat and Administrative Support
- MinDA serves as the Secretariat of the MPMC.
- Responsible for providing administrative support and maintaining all MPMC documents and records.
Support from Other Agencies
- MPMC authorized to request assistance from other government agencies, GOCCs, and relevant entities.
Funding Provisions
- Initial funding determined jointly by the Department of Budget and Management (DBM) and MinDA.
- Source of initial funds includes the Contingent Fund and other sources identified by DBM.
- Subsequent funding integrated into MinDA’s regular budget.
Repealing and Separability Clauses
- Any inconsistent orders, rules, or regulations are repealed, amended, or modified accordingly.
- Invalidity of any EO provision does not affect the validity of other provisions.
Effectivity
- The EO takes effect immediately upon publication in a newspaper of general circulation.
