Composition of the Committee

  • Chairman: Secretary of Public Works and Communications.
  • Vice-Chairman: Undersecretary of National Defense.
  • Members include Undersecretaries of the Department of Public Works and Communications (DPWC), Commissioner of Public Highways, Director of Public Works, Administrator of National Irrigation Administration, Director of Civil Aviation, General Manager of National Waterworks and Sewerage Authority, and other agency heads with major active projects.

Functions and Responsibilities

  • Direct, manage, and control infrastructure program implementation via individual agencies.
  • Coordinate inter-agency participation and ensure cooperation.
  • Collaborate with the Financial Policy Committee (per Executive Order No. 97) for capital improvement program formulation and financial resource reprogramming.
  • Identify and resolve problem areas to accelerate projects.
  • Provide the President with accurate progress reports.
  • Maintain facilities and staff with the Department of National Defense for rapid monitoring, directive transmittal, and data appraisal.
  • Establish and supervise regional and provincial operations rooms as necessary.

Supervision of Monitoring Facilities

  • Technical supervision of the Infrastructure Operations Room (IOR) and other field offices is under the Undersecretary of National Defense.
  • The IOR serves as the central repository for all project implementation reports.

Responsibility of Agency Heads

  • Agency heads are obligated to enforce and execute directives issued by the Executive Committee.

Committee Meetings and Reporting

  • The Committee meets on the last Tuesday of every month or more frequently if needed.
  • Reports on program progress are submitted to the President monthly.

Authority to Request Government Assistance

  • All government departments, bureaus, offices, agencies, instrumentalities, and government-owned or controlled corporations must cooperate with and assist the Committee.

Repealing Clause

  • All previous orders, directives, and memoranda inconsistent with this Executive Order are revoked.

Effectivity

  • The Executive Order takes effect immediately upon issuance on January 8, 1968.
