  • The Committee shall provide the President at all times accurate information on the actual progress of implementation.
  • The Committee shall, in cooperation with the Department of National Defense, maintain facilities and staff for effective rapid monitoring of project progress reports and for transmittal of directives and appraisal of data.
  • The Committee shall establish and supervise regional and provincial operations rooms when the Committee deems necessary.

Monitoring facilities and supervision

  • Technical supervision of monitoring facilities at the existing Infrastructure Operations Room (IOR) and other field offices is under the Undersecretary of National Defense.
  • The IOR continues to serve as the central repository of all reports.

Agency accountability and cooperation

  • The individual agency head must carry out promulgations and directives issued by the Executive Committee.
  • All departments, bureaus, offices, agencies, and instrumentalities of the Government, including government-owned or controlled corporations, must cooperate with and assist the Committee to perform its responsibilities.

Committee meetings and reporting

  • The Committee shall meet on the last Tuesday of every month, or more often as it may desire.
  • The Committee shall submit a report to the President at the end of every month.

Coordination authority with other offices

  • Government departments, bureaus, offices, agencies, instrumentalities, and government-owned or controlled corporations are enjoined to cooperate with and assist the Committee in performing its responsibilities.

Repeal of inconsistent issuances

  • All previous orders, directives, and memoranda inconsistent with Executive Order No. 114-A are revoked.
