Leadership and Attendance in Council Meetings

  • The Chairman presides over Council meetings.
  • In the Chairman's absence, the ranking Secretary of Department present presides.
  • The Chairman can designate a representative to attend meetings.
  • Ex-officio members may also designate representatives to attend meetings in their absence.

Functions and Activities of the Council

  • Formulate short and long-range plans for rural community development.
  • Promote rural economic improvement and manpower utilization.
  • Enhance public health and encourage healthful living.
  • Foster community organization and develop rural youth leadership.
  • Encourage self-help, self-reliance, and self-respect.
  • Improve community facilities.
  • Coordinate and integrate activities of government agencies involved in rural development to maximize benefits, economize resources, and avoid duplication.
  • Mobilize government and civic organization facilities for nationwide rural development.
  • Study and recommend legislation for rural improvement, focusing on project financing and local government strengthening.
  • Promote and facilitate the organization of local community development councils at provincial, municipal, and barrio levels.
  • Submit annual or other reports as required by the President.
  • Administer funds judiciously as assigned by the President.
  • Organize administrative machinery necessary for effective Council functioning.

Coordination with National Economic Council

  • The Council shall coordinate community development activities with the National Economic Council's nationwide development program.
  • It will seek the advice of the National Economic Council on policy, planning, programming, and financing of projects.

Authority to Create Local Councils and Adopt Rules

  • The Council is empowered to create local community development councils to assist in its functions.
  • It can adopt rules and regulations necessary to fulfill its purposes.
  • The Council may secure the services of government officers and employees from any department, bureau, office, agency, or government-owned/controlled corporation to assist in its work.
