Creation of MacroAsia Cebu Special Ecozone

The President acts under the powers vested by Republic Act No. 7916, the “Special Economic Zone Act of 1995,” as amended by Republic Act No. 8748.
The creation and designation is made upon the recommendation of the Board of Directors of the Philippine Economic Zone Authority (PEZA).
The designated ecozone is governed by Republic Act No. 7916, as amended, its Implementing Rules and Regulations, and PEZA Board Resolution No. 10-001 (s. 2010) as amended by PEZA Board Resolution No. 10-325 (s. 2010).

The proclamation establishes a special economic zone framework for MacroAsia Cebu, linking the designation to the Special Economic Zone Act of 1995 system under Republic Act No. 7916, as amended.
The proclamation’s operative mandate is to create and designate the ecozone as part of the statutory regime governing special economic zones.

The MacroAsia Cebu Special Ecozone is located within the Mactan Cebu International Airport, Lapu-Lapu City, Cebu (Island of Mactan).
The ecozone consists of two parcels of land with an aggregate land area of Fifty Thousand (50,000) square meters, more or less.
The parcels are designated through technical descriptions identified as Lot 1 and Lot 2 under Sketch Plan SK-07-000158 (and associated Sketch Plan identifiers as stated for each lot).
Each lot’s boundary descriptions, bearings, and point-to-point measurements define the property limits for the ecozone.

Lot 1 is identified as SK-07-000158 and is a portion of Lots 2539-Part, 2538-Part, 4577-Part, 4578-Part, 4575-Part, 4581-Part, 4580-Part, 4584-Part, 4579-Part, all of Opon Cadastre.
Lot 1 is situated in the Barangay of Ibo, City of Lapu-Lapu, Province of Cebu, Island of Mactan.
Lot 1 contains an area of Twenty-Six Thousand Two Hundred Ninety-Seven (26,297) square meters, more or less.
The proclamation provides the lot’s boundary lines by named neighbor parcels and sets the lot’s starting point and traverse directions using bearing and distance statements, including the bearing commencement described as being “S. 55 deg. 55' E., 217.06 m. from BBM No. 22, Opon Cadastre.”
The proclamation references that all points are indicated on the plan and marked on the ground by Old PS cyl. cone. mons. 15 x 40 cm., and that bearings are true.

Lot 2 is identified as SK-07-000158 (as stated for the lot under the proclamation’s technical description) and is a portion of Lots 2539-Part, 2538-Part, 4577-Part, 4578-Part, 4575-Part, 4581-Part, 4580-Part, 4584-Part, 4579-Part, all of Opon Cadastre.

The proclamation references that all points are indicated on the plan and marked on the ground by Old PS cyl. conc. mons. 15 x 40 cm., and that bearings are true.

The creation and designation of the ecozone apply subject to Republic Act No. 7916, as amended.
The ecozone’s operation is also subject to the Implementing Rules and Regulations issued for Republic Act No. 7916.
The proclamation directly incorporates PEZA Board Resolution No. 10-001 (s. 2010), as amended by PEZA Board Resolution No. 10-325 (s. 2010), as part of the governing framework for the designation.
The technical descriptions and the designation of the parcels are treated as the territorial basis for the MacroAsia Cebu Special Ecozone under the PEZA special economic zone system.
