Creation of Cebu Exchange IT Center

The proclamation is issued under Republic Act No. 7916, the “Special Economic Zone Authority Act of 1995,” as amended.
The President acts upon the recommendation of the Board of Directors of the Philippine Economic Zone Authority (PEZA).
The created and designated Information Technology Center is subject to Republic Act No. 7916, its Implementing Rules and Regulations, and specified PEZA Board resolutions.

This proclamation exercises that authority by designating the described premises as an Information Technology Center Special Economic Zone.

The proclamation creates and designates a building in Barangay Lahug, Cebu City as a Special Economic Zone (Information Technology Center) to be known as “Cebu Exchange.”
The building is designated with a gross floor area of One Hundred Eight Thousand Five Hundred Four square meters (108,504 m²).
The designation is expressly made subject to Republic Act No. 7916, as amended, its Implementing Rules and Regulations, and the listed PEZA Board resolutions.

The proclamation designates not only the building but also the parcels of land where the building stands, with a total area of Eight Thousand Four Hundred Forty square meters (8,440 m²), more or less.
The designated land is defined by technical descriptions for Lot 2 (Banilad Estate) and Lot 920 (Banilad Estate) in Cebu City.
Lot 2 Banilad Estate is identified under TCT No. 107-2015002572 and has a containing area of Five Thousand Three Hundred Forty-Three square meters (5,343 m²), more or less.
Lot 920 Banilad Estate is identified under TCT No. 107-2015002571 and has a containing area of Three Thousand Ninety-Seven square meters (3,097 m²), more or less.
The land boundaries for each lot are set by reference to named adjacent lots/roads and line bearings and distances in the technical descriptions, with the points referenced on the plan and marked on the ground.

The proclamation subjects Cebu Exchange to PEZA Board of Directors Resolution No. 00-411 (s. 2000), as amended.
The proclamation recognizes amendments through Resolution Nos. 11-006 (s. 2011), 15-240 (s. 2015), and 17-472 (s. 2017).
The proclamation also cites Resolution No. 16-726 (s. 2016) as part of the governing resolution framework to which the designation is subject.
The created special economic zone operates within the compliance framework of Republic Act No. 7916 and its Implementing Rules and Regulations.

The proclamation is executed by setting the President’s hand and causing the seal of the Republic of the Philippines to be affixed.
