Proclamation of SM City Pampanga as IT Center

The Information Technology Center comprises parcels of land located in the City of San Fernando and the Municipality of Mexico in Pampanga.
The total aggregate land area designated is approximately 286,608 square meters.

The law provides an extensive and precise technical description of the land parcels including their boundaries, points, lines, and surveying details.
The parcels include specific titles with corresponding Transfer Certificate of Title (TCT) numbers: 370773-R, 382121-R, 467643-R, 470549-R, 470550-R, 470551-R, 524764-R, and 524765-R.
Each parcel description includes:
- Survey lines with bearings and distances.
- Adjoining lots and roads.
- Coordinates and corner points marked by concrete monuments.
- Date of original surveys and subsequent subdivision surveys.

The legal authority for the designation is derived from the powers vested in the President by RA 7916 (as amended).
The designation is part of the government's efforts to promote economic zones and IT centers under the Special Economic Zone Act framework.

The proclamation was signed by then President Gloria M. Arroyo on November 22, 2007, in Manila.
The Executive Secretary, Eduardo R. Ermita, countersigned the proclamation.

The designation subjects the SM City Pampanga IT Center to the rules and regulations of RA 7916 and PEZA resolutions.
The governance framework supports the growth of IT-related businesses by providing economic incentives and regulatory benefits applicable within IT centers designated by PEZA.
The proclamation enables the establishment of a special economic zone focused on Information Technology within the declared area.
