Legal basis and issuing authority
- The President of the Philippines issues the proclamation under powers vested by Republic Act No. 7916 (the Special Economic Zone Act of 1995) as amended by Republic Act No. 8748.
- The President acts upon recommendation of the Board of Directors of the Philippine Economic Zone Authority.
- The designation is implemented subject to Republic Act No. 7916 as amended, its Implementing Rules and Regulations, and PEZA board resolutions Resolution No. 00-411 dated 29 December 2000 and Resolution No. 07-377 dated 08 August 2007.
Policy, purpose, and designation
- The proclamation creates and designates a specified land area located at Malhacan Road, Malhacan, Meycauayan City, Bulacan as an Information Technology Park.
- The designation is made pursuant to Republic Act No. 7916 as amended by Republic Act No. 8748.
- The proclaimed area is created and designated as an IT Park and is expressly tied to the land parcels and technical descriptions set out in the proclamation.

- The Information Technology Park consists of an aggregate area of 146,383 square meters, more or less, located in Barangay Malhacan, Municipality of Meycauayan, Province of Bulacan.

- Each lot is defined by its technical description, including the bounding lines, and the geodetic bearings and distances based on points marked on the plan and on the ground.
- The proclamation’s technical descriptions state that bearings are true and identify survey approvals and survey dates for the underlying and subdivision surveys, including approvals on April 12, 1989.

Technical description basis and survey references
- The proclamation’s lot descriptions reference the consolidation and subdivision plan Pcs-03-002043 and the underlying consolidated lots, including references such as Psu-164247, Psu-170521, Psu-164248, Psu-164245, Psu-164246, and Psu-164244, among others, together with LRC Psd-73160 and L.R.C. Rec. No. in the lot descriptions.
- Each lot description states that the points referred to are indicated on the plan and marked on the ground by P.S. cyl. conc. mons.
