Creation of Carmen Cebu Gum Industrial Zone

Proclamation No. 515 is issued pursuant to the President’s powers under Republic Act No. 7916, the Special Economic Zone Act of 1995, as amended by Republic Act No. 8748.
The creation and designation is made upon the recommendation of the Board of Directors of the Philippine Economic Zone Authority (PEZA).
The proclamation refers to PEZA Board of Directors Resolution Nos. 07-232 (s. 2007) and 11-520 (s. 2011).

Proclamation No. 515 establishes the Carmen Cebu Gum Industrial Zone as an Agro-Industrial Economic Zone pursuant to Republic Act No. 7916, as amended, and its implementing framework.

The Carmen Cebu Gum Industrial Zone is created and designated for parcels of land located at Cogon West, Carmen, Cebu.
The zone has an aggregate area of Seventy-Five Thousand Nine Hundred Ninety-Two (75,992) Square Meters, more or less.
The designated parcels are defined by the following technical descriptions and land registration references:
- TCT No. T-74402 / Psd-072215-024157 (Lot 1 of the subdivision plan).
- TCT No. T-74401 / Psd-072215-024158 (Lot 1 of the subdivision plan).
- TCT No. T-81771 / Psd-072215-024158 (Lot 2 of the subdivision plan).

TCT No. T-74402 covers Lot 1 of the subdivision plan Psd-072215-024157, a portion of TCT No. 62738, LRC Record No. 9625 in Barangays Cogon and Luyang, Municipality of Carmen, Province of Cebu, Island of Cebu.
The parcel has an area of Three Thousand Ninety-Seven (3,097) Square Meters, more or less.
The parcel is bounded as follows: SE. by Trail (line 1-2); NW. by Lot 2 of the subdivision plan (line 2-3); and along line 3-4 by Cantumog Creek; and SE. along line 4-1 by Lot 3 of the subdivision plan.
The description begins at point a1a3 (bearing and distance reference: N. 38 deg. 15a2 W., 618.52 m. from BLLM No. 1, Cogon, Carmen) and proceeds through the enumerated boundary courses to the point of beginning.
The points referred to are indicated on plan and marked on the ground by PS cyl. conc. mons. 15 x 60 cms., bearings true, with original survey July 9-11, 1912, subdivision survey executed by Leopoldo C. Tuastumban Geodetic Engineer on October 30, 1991, and approved by Land Management Services, Region VII, Cebu City on January 6, 1992.

TCT No. T-74401 covers Lot 1 of the subdivision plan Psd-072215-024158, a portion of TCT No. 62740, LRC Record No. 9625 in Barangays Cogon and Luyang, Municipality of Carmen, Province of Cebu, Island of Cebu.
The parcel has an area of Forty-Three Thousand Seven Hundred Forty-Five (43,745) Square Meters, more or less.
The parcel is bounded as follows: SE. by Calle (line 1-2); along lines 2-3-4 by Trail to Cogon (SW. and SE. noted); NW. by Lot 2 of the subdivision plan (line 4-5); and by Luyang-Cantumog Trail (line 5-1).
The description begins at point a1a3 (bearing and distance reference: N. 39 deg. 05a2 W., 614.98 m. from BLLM No. 1, Cogon, Carmen) and proceeds through the enumerated boundary courses to the point of beginning.
The parcel points are indicated on plan and marked on the ground, including PLS at points 1 and 2; old PS all cyl. conc. mons. 15 x 60 cms. at points 3 and 4; and PS cyl. conc. mons. 15 x 40 cms. at point 5, with bearings true.

The parcel has an area of Twenty-Nine Thousand One Hundred Fifty (29,150) Square Meters, more or less.
The parcel is bounded as follows: SE. by Lot 1 of the subdivision plan; SW. by Trail to Cogon (lines 2-3); NW. by Lot 3 of the subdivision plan (lines 3-4); and NE., NW. by Luyang Cantumog Trail (lines 4-5-1).
The description begins at point a1a3 (bearing and distance reference: N. 50 deg. 11a2 W., 674.98 m. from BLLM No. 1, Cogon, Carmen) and proceeds through the enumerated boundary courses to the point of beginning.
The points are indicated on the plan and marked on the ground using old PS cyl. conc. mons. 15 x 60 cms. at points 2 and 3, stakes at point 5, and PS cyl. conc. mons. 15 x 40 cms. for the remaining points, with bearings true.
The original survey is July 9-11, 1912; the subdivision survey is executed by Leopoldo C. Tuastumban, Geodetic Engineer on July 30, 1991 and approved by Land Management Services, Region VII, Cebu City on January 6, 1992.

The zone is created as an Agro-Industrial Economic Zone under Republic Act No. 7916, as amended by Republic Act No. 8748, with conformity to Implementing Rules and Regulations.
The proclamation’s designation is tied to PEZA Board of Directors Resolution Nos. 07-232 (s. 2007) and 11-520 (s. 2011).

The proclamation is signed by BENIGNO S. AQUINO III, with the seal of the Republic of the Philippines affixed.
The proclamation is authorized for issuance by the President through PAQUITO N. OCHOA, JR., Executive Secretary.
