Designation of McKinley Exchange as IT Center

Republic Act No. 7916 (Special Economic Zone Act of 1995) as amended by Republic Act No. 8748 authorizes the President to create and designate IT Centers.
The President acts under the authority vested by Republic Act No. 7916, as amended by Republic Act No. 8748.
The designation is made upon the recommendation of the Board of Directors of the Philippine Economic Zone Authority (PEZA).
The proclamation applies subject to the provisions of Republic Act No. 7916, as amended by Republic Act No. 8748, and their implementing rules and regulations.

The proclamation creates and designates a building as an Information Technology (IT) Center under Republic Act No. 7916, as amended by Republic Act No. 8748.
The IT Center is to be known as the McKinley Exchange Corporate Center.
The proclamation fixes the IT Center to a specific parcel of land and building area described in the proclamation.

The IT Center stands on a parcel of land located along McKinley Road corner Epifánio Delos Santos Avenue, Makati City.
The parcel of land has an area of Four Thousand Five Hundred Thirteen (4,513) square meters, more or less.
The land is identified as Lot 1-A, PSD-00-063922, a portion of Lot 1, PSD-00-041341, situated in Makati City.
The proclamation provides boundary descriptions referencing adjacent lots and roadway lots including Lot 1-B (Road Widening), Lot 1-E, PSD-44646 (McKinley Drive, 20.00 m. wide), Lot 2, (LRC) PSD-6298, Lot 3, (LRC) PSD-6298 (Manila Electric Company), and Street Lot 4, (LRC) PSD-13529 (15.00 m. wide).
The proclamation sets a complete metes-and-bounds description, beginning at point “a1a” and describing successive courses to the point of beginning, maintaining the 4,513 square meters area figure.

The designation is made subject to PEZA Board Resolution No. 00-411 (s. 2000), as amended by PEZA Board Resolution No. 11-006 (s. 2011).
The designation is also made subject to PEZA Board Resolution No. 14-028 (s. 2014).
The proclamation makes compliance with the applicable Implementing Rules and Regulations of Republic Act No. 7916, as amended by Republic Act No. 8748, a condition of the designation.

The proclamation is signed by BENIGNO S. AQUINO III, President of the Philippines.
It is executed in Manila and dated October 24, 2014.
PAQUITO N. OCHOA, JR. signs as Executive Secretary, by direction of the President.
The proclamation states that the seal of the Republic of the Philippines is affixed in witness thereof.
