Legal basis and PEZA recommendations
- The President acts under the powers vested by Republic Act No. 7916, otherwise known as the Special Economic Zone Act of 1995, as amended by Republic Act No. 8748.
- The President designates the Georgetown Cybermall upon the recommendation of the Board of Directors of the Philippine Economic Zone Authority (PEZA).
- The designation is subject to the provisions of Republic Act No. 7916 and its Implementing Rules and Regulations.
- The proclamation expressly ties the designation to PEZA Board of Directors Resolutions, including Resolution No. 00-411 (s. 2000) and Resolution No. 05-192 (s. 2005), as amended by Resolution No. 11-054 (s. 2011).
Policy, purpose, and IT-center creation
- The proclamation creates and designates the Georgetown Cybermall as an Information Technology Center.
- The designation is made “pursuant to Republic Act No. 7916,” as amended by Republic Act No. 8748.
- The IT-center is established as a development that will stand on identified parcels of land of the private domain.
Designated IT center and covered location
- The Georgetown Cybermall is designated as an Information Technology Center.
- The center shall stand on several parcels of land located at R.N. Pelaez Boulevard, Kauswagan, Cagayan de Oro City.
- The aggregate area is Six Thousand Five Hundred Sixty Three (6,563) Square Meters, more or less.
- The parcels are specifically described by technical and cadastral information for each numbered lot and its corresponding title certificate.

- Lot 16, Psd-147187 (TCT No. 36864) forms part of the designated area and has an area of Three Hundred Sixty Five (365) square meters, more or less.
- Lot 17, Psd-147187 (TCT No. 36865) forms part of the designated area and has an area of Three Hundred Sixty Nine (369) square meters, more or less.
- Lot 18, Psd-147187 (TCT No. 36866) forms part of the designated area and has an area of Three Hundred Sixty Two (362) square meters, more or less.

Placing, boundaries, and survey reference points
- Each parcel is described with bounding lines and courses, identifying adjoining lots, roads, and alley segments within the subdivision.
- Each lot description uses bearings and distances tied to a stated beginning point “marked on plan,” including distances from BBM No. 10, Cagayan Cadastre.
- Each parcel description identifies survey reference markers as PS cyl. conc. mons. 15 x 60 cm and indicates that the bearings are true.
- The technical descriptions include references to survey execution dates such as March 2-10, 1971 and April 14-18, 1971, and earlier original survey dates.
Execution and formalities
- The proclamation is signed by BENIGNO S. AQUINO III.
- The Executive Secretary, PAQUITO N. OCHOA, JR., signs “By the President.”
- It is done in the City of Manila on April 26, 2011.
- The proclamation is sealed with the seal of the Republic of the Philippines.
