Creation of IT Center in Mandaue City

The President acts under the authority granted by Republic Act No. 7916, the Special Economic Zone Act of 1995, as amended by Republic Act No. 8748.
The proclamation issues upon recommendation of the Board of Directors of the Philippine Economic Zone Authority (PEZA).
The designation is subject to the governance and requirements of RA No. 00-411 (s. 200), as amended by specified PEZA Board Resolutions.

The proclamation creates and designates a building in Mandaue City, Cebu as an Information Technology (IT) Center.
The IT Center is to be known as “The Space.”
The proclamation’s designation attaches to a defined building and the defined land parcel described in the proclamation.

The building designated as an IT Center has a gross floor area of Fourteen Thousand Six Hundred Seventy Six Square Meters (14,676 m²).
The building stands on the parcel of land located at A.S. Fortuna corner P. Remedio Street, Banilad, Mandaue City, Cebu.
The proclamation ties the IT Center designation to the technical description of the land parcel identified by title and lot number.

The land parcel is covered by TCT no. 111-2014002741 and is identified as Lot 347-B of the subdivision plan Psd-07-085640.
The parcel is described as a portion of Lot 347, HDA Mandaue, II-5121 Amd.
The parcel is situated in Barangay of Banilad, City of Mandaue, Province of Cebu, Island of Cebu.
The parcel’s boundaries are stated as follows:
- On the NE. along line 1-2 by lot 350 and line 2-3 by Lot 348;
- On the SE. along line 3-4 by Lot 345;
- On the SW. along lines 4-5-6-7-8 by Lot 347-A; and
- On the NW. along line 8-1 by Lot 347-C (road)—all of the subdivision plan.
The parcel contains an area of Three Thousand Nine Hundred Twenty Two Square Meters (3,922 m²), more or less.

The land description provides that the area points are indicated on the plan and marked on the ground by PS cyl. conc. mons. 15 x 60 cm. for points 1, 2, and 3, and PS cyl. conc. mons. 15 x 50 cm. for the rest.
The description states bearings: true.
The land plan and survey information includes:
- date of the Cadastral survey, September-October 1911;
- date of the amendment-subdivision survey 27 August 2009; and
- the amendment-subdivision approval date of 22 June 2012.
The described starting point is based on a location referenced as N. 41 deg. 40' E., 1,406.96 m. from Monument No. 4, Banilad Estate, marked as point “1.”

The IT Center designation is expressly subject to the provisions of RA No. 00-411 (s. 200).
RA No. 00-411 (s. 200) is indicated as amended by Resolution Nos. 11-066 (s. 2011) and 15-240 (s. 2015) of the PEZA Board of Directors.
The designation also references Resolution No. 16-001 (s. 2016) of the PEZA Board of Directors.
The IT Center created by the proclamation must conform to these referenced provisions as the condition for the designation.
