TWG creation and chair
- The TWG is created to consolidate, study, and comprehensively address issues and concerns on utilization and administration of CERAB.
- The TWG also addresses policies and mutual covenants among stakeholders relating to CERAB.
- The TWG is mandated to ensure interagency coordination.
- The TWG is chaired by the Department of National Defense.
Composition of the Technical Working Group
- The TWG includes representatives from the following member-agencies:
- Department of the Interior and Local Government.
- Department of Environment and Natural Resources.
- National Housing Authority.
- National Commission on Indigenous Peoples.
- Philippine Air Force (PAF).
- The TWG includes a Municipal Government of Capas, Tarlac representative.
- The TWG includes representatives from the three (3) affected barangays: Bueno, Marugulu, and Santa Juliana.
Core mandate and interagency coordination
- The TWG’s functions are exercised consistent with the respective mandates of its member-agencies.
- The TWG must consolidate and address issues concerning repair, rehabilitation, and construction activities within CERAB-related undertakings.
- The TWG must coordinate policies and stakeholder covenants to support orderly and lawful administration of CERAB.
- The TWG must address potential friction between the civilian community and the military reservation.
Powers: regulatory review and conflict resolution
- The TWG shall discuss issues and identify applicable regulations affecting:
- repair, rehabilitation, and construction of houses;
- repair, rehabilitation, and construction of public school;
- repair, rehabilitation, and construction of evacuation center;
- repair, rehabilitation, and construction of tourism building;
- repair, rehabilitation, and construction of materials recovery facility;
- other public works.
- The TWG shall review existing and future agreements governing:
- the rights and obligations of stakeholders; and
- agreements involving any ongoing or proposed construction or development within CERAB.
- The TWG shall ascertain the impact of agreements and resolve conflicts that may arise between the civilian community and the military reservation.
Powers: welfare, indigenous protection, and peaceful coexistence
- The TWG shall protect the welfare of the civilian community within CERAB.
- The TWG shall ensure protection specifically for indigenous peoples residing in the area.
- The TWG shall ensure peaceful co-existence and harmonious relations between:
- indigenous peoples and the civilian community; and
- military personnel.
Powers: investigation and support to aggrieved individuals
- The TWG shall investigate allegations of abuse committed by the military.
- The TWG shall determine whether any violation of law or rules occurred.
- The TWG shall provide full support and assistance to any aggrieved individual.
- When necessary, the TWG shall recommend to the appropriate agency the suitable course of action against erring personnel.
Powers: disturbance compensation oversight
- The TWG shall thresh out details and oversee implementation of the payment of disturbance compensation.
- The disturbance compensation covers eligible farmers who were constrained to:
- abandon their agricultural lands and crops; and
- give way to development of the area by the PAF.
- The TWG shall coordinate implementation in a manner that aligns with the applicable stakeholder commitments and operational requirements on CERAB.
Reporting obligations and additional functions
- The TWG shall regularly submit reports and recommendations to the Office of the President.
- Reports and recommendations are to be submitted through the Office of the Special Assistant to the President.
- The TWG shall perform such other functions as the President or the Executive Secretary may direct.
