Composition of the National PrepCom
- Comprised of a Chairperson and 14 members representing diverse groups:
- 1 representative from ARMM Regional Government
- 1 representative each from Lanao del Sur, Maguindanao, Sulu, Basilan, Tawi-Tawi
- 1 representative from the Regional Legislative Assembly
- 1 representative from the Presidential Legislative Liaison Office (PLLO)
- 1 representative from the Lumads
- 1 representative from the Christians
- 2 representatives from the Academe
- 2 representatives from civil society organizations
- Appointment of Chairperson and members is by the President upon recommendation of the Presidential Adviser on the Peace Process (PAPP).
Technical Support and Secretariat
- The Office of the Presidential Adviser on the Peace Process (OPAPP) serves as Secretariat.
- OPAPP provides technical and administrative support.
- Serves as repository for all documents and records of the PrepCom.
- PrepCom may request assistance from legal advisers and resource persons from government agencies, GOCCs, and civil society organizations.
Funding
- Department of Budget and Management (DBM) directed to release PhP 20,000,000 from the President's Contingent Fund.
- Funding is for operational expenses of the National PrepCom.
- Funds released through OPAPP.
Effectivity
- The Executive Order takes effect immediately upon publication in a national newspaper of general circulation.
This executive order clearly sets the framework and operational guidelines for amending RA 9054 to further the full autonomy aspirations of Filipino Muslims within a constitutional framework through a consultative, participatory process involving multiple sectors and stakeholders.
