Composition of the National PrepCom

    • 1 representative from the Regional Legislative Assembly
    • 1 representative from the Presidential Legislative Liaison Office (PLLO)
    • 1 representative from the Lumads

  • Appointment of Chairperson and members is by the President upon recommendation of the Presidential Adviser on the Peace Process (PAPP).

Technical Support and Secretariat

  • The Office of the Presidential Adviser on the Peace Process (OPAPP) serves as Secretariat.
  • OPAPP provides technical and administrative support.
  • Serves as repository for all documents and records of the PrepCom.
  • PrepCom may request assistance from legal advisers and resource persons from government agencies, GOCCs, and civil society organizations.

Funding

  • Department of Budget and Management (DBM) directed to release PhP 20,000,000 from the President's Contingent Fund.
  • Funding is for operational expenses of the National PrepCom.
  • Funds released through OPAPP.

Effectivity

  • The Executive Order takes effect immediately upon publication in a national newspaper of general circulation.

This executive order clearly sets the framework and operational guidelines for amending RA 9054 to further the full autonomy aspirations of Filipino Muslims within a constitutional framework through a consultative, participatory process involving multiple sectors and stakeholders.
