Composition of the Committee
- Chaired by a representative from the Office of the Solicitor General.
- Vice-Chairman: Gen. Gaudencio V. Tobias from the National Housing Corporation.
- Members include representatives from the Department of National Defense, Bureau of Lands, Department of Agrarian Reform, Land Registration Commission, Bureau of Public Works, Provincial Assessor's Office (Rizal), Assessor's Office (Caloocan City), and Register of Deeds (Rizal and Caloocan City).
Functions and Powers of the Committee
- To negotiate with property owners in Dagat-dagatan for acquisition of land.
- To receive and deliberate on offers from property owners.
- To recommend payment methods to the Executive Secretary for negotiated properties.
- To initiate and pursue expropriation for properties not amenable to negotiation consistent with the Tondo Foreshore Urban Renewal Project plans.
- To subpoena property owners or representatives as necessary.
- To require attendance and cooperation from officials of government agencies or instrumentalities and to obtain relevant materials for committee activities.
Reporting Requirement
- The Committee is mandated to submit its report within 45 days from the effectivity of the decree.
Legal Authority and Implementation
- Decree issued under the constitutional powers of the President of the Philippines.
- Signed by President Ferdinand E. Marcos and Executive Secretary Alejandro Melchor.
- Effective immediately upon issuance on October 30, 1974, in Manila.
