Implementation of Nationwide Alert Level System
- A phased nationwide rollout of the Alert Level System governs the operational setup of government agencies and instrumentalities.
- Agencies situated in areas under Alert Level 1 must operate with 100% on-site workforce, while those in other alert levels must comply with prescribed minimum on-site workforce percentages and applicable flexible work arrangements.
Required On-Site Workforce by Alert Level
- Alert Level 5: Skeleton workforce on-site, remainder on alternative work arrangements, with exceptions for critical services.
- Alert Level 4: At least 40% on-site workforce.
- Alert Level 3: At least 60% on-site workforce.
- Alert Level 2: At least 80% on-site workforce.
- Alert Level 1: 100% on-site workforce required.
- Flexible work-from-home arrangements may be applied consistent with Civil Service Commission rules.
Authority to Increase On-Site Workforce
- Heads of agencies, including GOCCs, may increase on-site workforce beyond minimum requirements in Alert Levels 2 to 5.
- Department secretaries may mandate larger on-site presence if necessary for uninterrupted service delivery.
- Critical services such as health frontlines, testing, and border control require larger on-site workforces.
- On-site operations must observe social distancing and public health protocols.
Continuation of Health Protocol Compliance
- Memorandum Circular No. 86 (s. 2021), as amended, on workplace health protocols and policies on workforce reduction or closure remain in effect.
- These protocols integrate with and supplement requirements under the Alert Level System.
Work-from-Home Arrangements for Infected or Exposed Employees
- Agency heads may require government personnel who are COVID-19 infected, close contacts, or asymptomatic under quarantine to work from home.
- Such arrangements are subject to CSC rules and regulations.
Extension to Other Government Agencies and Local Units
- Legislative and judicial branches, independent constitutional bodies, and local government units are strongly encouraged to adopt the provisions on workforce management consistent with this Circular.
Repeal and Effectivity
- Memorandum Circular No. 93 (s. 2021) and inconsistent rules are repealed or amended accordingly.
- The Circular takes effect immediately upon issuance.
