Coverage
- Applies to requests for payment of registration and related fees for participation in gatherings conducted or sponsored by non-government organizations or private institutions within the Philippines.
- Covers events intended for sharing, discussing, or disseminating ideas or information on developments in specific fields.
- Includes gatherings by professional organizations or groups with government employee members.
- Excludes training events aimed at skill or expertise development.
Participation Guidelines
- Government officials and employees may participate as part of government human resource development programs under Civil Service Commission rules.
- Participation fees chargeable against government funds are capped at P900 per day per participant.
- Amounts exceeding this cap must be borne by the participant.
Expenses for Out-of-Town Conventions
- Participants authorized to attend out-of-town events may be entitled to per diems, travel, transportation, and other expenses.
- Such expenses are subject to existing budgeting and accounting rules and regulations.
Membership Fees
- Personal or individual membership fees in private organizations must be paid by the member personally.
- Institutional (agency) membership fees may be charged to government funds.
Budgetary and Accounting Compliance
- All expenditures must not exceed the agency’s training and seminar appropriations.
- All expenses are subject to existing accounting and auditing rules and regulations.
Effectivity
- The Circular took effect immediately upon issuance on March 29, 1995.
