- Members serve without compensation except actual expenses.
Powers and Duties of the Board of Trustees
- Appropriation and management of funds for college support.
- Confer academic titles and degrees.
- Appointment, compensation, regulation, leave, and removal of faculty and employees.
- Approve curricula and disciplinary rules proposed by the College Council.
- Set tuition and other fees; waive fees in special cases.
- Provide fellowships and scholarships.
- Enact ordinances and regulations consistent with college purposes.
- Administer legacies, gifts, and donations for college benefit.
Board Operational Provisions
- Quorum is majority of members.
- Service of legal process on the president or secretary.
- Annual report due to the President of the Philippines by June 15, detailing college progress and needs.
College Council
- Composed of the President and all instructors and professors.
- Prescribes curricula and discipline rules with Board approval.

Faculty and Religious Neutrality
- Faculty consists of all instructors and professors.
- No religious tests or inquiries for appointment.

Faculty Appointment and Exemption
- Faculty exempt from civil service examination requirements for appointment.
Secretary of the College
- Appointed by the Board of Trustees.
- Acts as secretary of the Board and College.
- Maintains designated college records.
Support and Cooperation from Government Agencies
- Heads of bureaus/offices may loan apparatus/supplies and detail employees to the College upon request.
Use of Public Schools as Training Grounds
- President of the College, with Public Schools Director, may use public schools as training or laboratory schools.
Integration of Existing Personnel
- Current faculty and staff absorbed into the new College.
- Salary adjustments at the discretion of the Board within available appropriations.
Financial Provisions
- Unexpended appropriations of the former school are available until June 30, 1951.
- Future funding to be provided through annual General Appropriation Acts.
Effectivity
- The Executive Order takes effect immediately upon promulgation on December 31, 1950.
