Requirements for Conversion
- Payment of all required fees
- Use of a terminal as specified by Memorandum Circular No. 97-011
- Proposed service route must be approved by the Land Transportation Franchise and Regulatory Board (LTFRB)
- Conversion valid only for the remaining period of the original CPC
- Vehicles used must be compatible with Filcab service standards as defined by DOTC Department Order No. 97-1097 and LTFRB Memorandum Circular No. 97-011
Validity and Extension of Effectivity
- Original Memorandum Circular No. 99-001 effective until June 30, 1999
- Requests for extension of the circular’s effectivity period were received and reviewed by the Board
- The Board resolved to extend conversion availability until December 31, 1999
- Extension conditional on strict compliance with all initial requirements
Implementation and Enforceability
- Memorandum Circular No. 99-018 takes effect immediately upon issuance on October 11, 1999
- Signed and adopted by the LTFRB Chairman and Board Members
