Presidential Decree No. 1427 converts Zamboanga State College into Western Mindanao State University, granting it powers to expand, acquire resources, and operate as a leading institution for professional and technical education in the Western Mindanao region of the Philippines.

Composition of the University

  • Consists of existing academic departments, institutes, administrative and supportive units, and external units of Zamboanga State College.
  • Academic units are reorganized: Graduate Department becomes Graduate School; Institute of Arts and Sciences becomes Colleges of Arts and Sciences, Forestry, and Social Work; Institute of Education becomes College of Education; Institute of Nursing becomes College of Nursing; Institute of Engineering becomes College of Engineering and Technology.
  • External units created at Dipolog City, Tawi-Tawi, and Sulu.
  • New colleges such as Agriculture, Medicine, plus external units at Zamboanga del Sur and Basilan Province may be organized.

Purpose of the University

  • Provide leadership in professional and technical instruction in arts, sciences, and technology aligned with national and regional development goals.
  • Offer undergraduate and graduate courses tailored to regional manpower needs.

  • Composed of seven members: three regular appointed members (including one University Alumni Association President and one cultural minority educator) and four ex-officio members (Secretary of Education and Culture as Chairman, Regional Commissioner for Region IX, Executive Director of NEDA Region IX, and University President).
  • Regular members serve four-year terms; vacancies filled by Presidential appointment.
  • Receive per diem for attendance and reimbursements for expenses.
  • Quorum is a majority of sitting members.
  • Powers include setting meeting schedules, recommending University President, fixing President’s compensation, appropriating funds, establishing colleges, managing donations, appointing faculty and staff, approving academic programs, setting fees, granting scholarships and fellowships, establishing academic chairs, conferring honorary degrees, and submitting annual reports.

University Administration

  • Administration vested in a full-time University President appointed by the President of the Philippines.
  • Supported by Vice President for Academic Affairs and Vice President for Administrative Affairs appointed by the Board of Regents upon recommendation.

Powers of the University President

  • Recommend appointments of key university officials and faculty.
  • Promulgate ordinances and regulations consistent with university purposes and law.
  • Call special Board of Regents meetings as necessary.

University Secretary

  • Appointed by Board of Regents.
  • Serve as secretary to both the Board and the University, maintaining records.

University Council

  • Comprises University President and faculty members with ranks of professor, associate professor, and assistant professor.
  • Prescribes courses of study and disciplinary rules subject to Board approval.
  • Fixes admission and graduation requirements.
  • Holds disciplinary power over students within Board-approved rules.
  • Has an Executive Committee advising the University President composed of deans and directors.

University Planning Center

  • Consists of a director and multiple committees (curriculum, studentry, staff development, recruitment, university plant, external affairs).
  • Director and committee heads appointed by University President.
  • Responsible for planning expansion, development, growth, and management aligned with national development goals.

University Research Center

  • Coordinates research activities across academic units.
  • May collaborate with local and national agencies for relevant research projects.
  • University Research Council (Vice-President for Academic Affairs, Dean of Research Center, Deans of Colleges) formulates research policies.
  • Headed by a Dean appointed by Board of Regents.
  • Dean oversees research activities and personnel.

Officers of Administration

  • Includes President, Vice Presidents (Academic and Administrative), Deans of Colleges, University Secretary, Director of Administrative Affairs, and Deans of Research Center, Extension Services, External Studies, Admissions, and Student Affairs.

Faculty and Personnel

  • Faculty bodies consist of professors and instructors within each college led by a Dean appointed by Board of Regents.
  • Appointment based on merit; no religious tests or sectarian teachings permitted.
  • Academic freedom guaranteed.
  • Existing faculty absorbed without loss of their rank, position, or salary.

Civil Service Exemption

  • President, professors, and instructors exempt from civil service examination and regulation for appointment.
  • Entitled to government benefits including security of tenure, promotion, leave, and retirement.

Auditor of the University

  • Auditor General of the Philippines is ex-officio Auditor.
  • Designates a representative holding regular office in the University to perform duties.

Board of Visitors

  • Composed of President of the Philippines, First Lady, Secretary of Education and Culture, and Regional Commissioner for Western Mindanao.
  • Duties include attending commencement exercises, conducting inspection visits, examining property and finances, inspecting books of accounts, and making reports and recommendations to the President.

Appropriations

  • Funds appropriated to Zamboanga State College at conversion transferred to the University.
  • Future funding included in National Government annual budget recommended by Board of Regents.
  • Public works appropriations transferred to University and continuously allotted.

Property of the University

  • Assets (fixed and movable) and records of Zamboanga State College transferred to University.
  • Land (at least 20 hectares) in San Ramon, Zamboanga City, administered by Philippine Coconut Authority, transferred for College of Agriculture site.

General Provisions

  • Secretary of Education and Culture directed to implement the Decree immediately.
  • Inconsistent laws, decrees, orders, rules, and regulations repealed or modified accordingly.

Effectivity

  • The Decree takes effect immediately upon enactment.
