Academic Offerings
- The University is mandated to provide advanced instruction in literature, philosophy, sciences, and the arts.
- It also offers professional and technical training courses.
Governance Structure
- The University is governed by a Board of Regents (BOR) known as the Board of Regents of TSU.
- BOR composition includes:
- Secretary of Education, Culture and Sports (Chairman)
- University President (Vice-Chairman)
- Chairmen of the Senate and House Committees on Education
- Representative from NEDA
- Representatives from the faculty, student council, alumni, and employee associations
- Two prominent citizens from the province, elected by the Board
- Terms vary:
- Ex officio members serve for the duration of their positions.
- Faculty, student council representatives serve one year.
- Alumni, employee, and citizen representatives serve two to four years as necessary.
Powers and Duties of the Board of Regents
- Prescribe internal rules and regulations for the University.
- Manage the appropriation and disbursement of funds for University support.
- Accept and administer donations, legacies, and properties for the University's benefit.
- Continue and expand curricular offerings, including establishing new colleges as needed.
- Confer academic degrees and award honorary degrees.
- Approve curricula and disciplinary rules.
- Confirm and remove university officials and employees for cause.
- Establish academic chairs, fellowships, and scholarships.
- Fix tuition and school fees; fees and other income form a fund exclusively for University use.
Income and Financial Management
- Various fees collected by TSU (tuition, laboratory, registration, etc.) are remitted automatically to the University.
- Income from land grants, service facilities operations, trusts, donations, and extension services belong to TSU.
- All such income is classified as special or fiduciary funds.
Board of Regents Meetings and Quorum
- Quorum requires a majority of members, including the Chairman (Secretary of Education) or the University President in the Chairman's absence.
- The Board meets regularly every two months; special meetings can be called by the Chairman.
- Legal processes against the University are served on the University President or authorized representative.
Reporting Requirements
- The Board must submit an annual report by July 15 to the Office of the President through the Secretary of Education, Culture and Sports, and to both Houses of Congress.
- The report must detail programs, conditions, and needs of the University.
University Presidency
- The University President is appointed by the Board for a six-year term without reappointment.
- The President may be removed for cause or incapacity.
- In the event of vacancy, an officer-in-charge may be designated pending appointment of a new President.
- The first University President is the incumbent President of the former College, if qualified.
- The President's powers and duties are those typical of a university chief executive.
Academic Council
- Composed of the University President and all full professors and associate professors.
- Has the exclusive power to recommend degree recipients.
- Holds disciplinary authority over students within board-approved rules.
Faculty and Academic Officials
- Faculty members constitute the faculty of each college.
- Each faculty is headed by a Dean, appointed by the University President with Board confirmation.
- Academic personnel are exempt from civil service examinations/requirements for appointment.
Administrative Council
- Consists of the University President (Chairman), vice-presidents, deans, directors, and officials of equivalent rank.
- Responsible for implementing policies on administration, management, and development planning.
- Policies require Board of Regents approval.
University Secretary
- Appointed by the Board to act as Secretary to both the Board and the University.
- Responsible for maintaining University records as assigned.
Financial Oversight
- The Treasurer of the Philippines serves as ex officio University Treasurer.
- The Auditor General or authorized representative audits all University accounts and expenses.
Board of Visitors
- Composed of the President of the Philippines, Senate President, and Speaker of the House.
- Duties include attending commencement exercises, inspecting University properties, finances, curricula, and discipline.
- Required to report to Congress with recommendations.
Transition Provisions and Personnel
- Current faculty, employees, funds, assets, buildings, and facilities of the former College are absorbed by the University.
- Personnel salaries adjusted at BOR discretion within appropriation limits.
- No personnel shall be laid off, demoted, or have salary reduced due to conversion.
- The incumbent College President shall continue as University President until a new appointment is made.
Appropriations
- Funds necessary for implementing the Act are authorized to be appropriated in the General Appropriations Act following enactment.
- Appropriations are supplementary to those for the former Tarlac College of Technology.
Effectivity
- The Act takes effect upon approval by the President of the Philippines.
