Covered school and mandated conversion
- Section 1 converts the Sumoroy Memorial Vocational School located in the Municipality of Palapag, Province of Samar.

Appropriation and funding rules
- Section 2 authorizes the appropriation of PHP 200,000 for the conversion, operation, and maintenance of the school.
- The funds must be appropriated out of any funds in the National Treasury not otherwise appropriated.
- The appropriation covers the period of fiscal year nineteen hundred sixty-four.
- Section 2 directs that thereafter, the necessary sums for operation and maintenance shall be included in the annual General Appropriation Acts.
