Mandate of the Institute
- The Institute shall provide higher technological, professional, and vocational training aligned with local, regional, and national development objectives.
- It will promote research activities and leadership in various disciplines and specializations.
- The course offerings include undergraduate programs in arts and trades education and other relevant courses to address workforce needs.
Admission Policies
- Admission to the Institute is open without discrimination on account of sex, ethnicity, or religion.
Administrative Supervision
- The Institute is placed under the direct supervision of the Department of Education, Culture and Sports (DECS).
- Leadership is vested in a vocational school superintendent II.
Powers and Duties of the Vocational School Superintendent II
- Recommend budget appropriations for the Institute’s operation and maintenance through the DECS regional office.
- Recommend confirmation of academic degrees and certifications for graduates.
- Recommend personnel appointments based on screening committee submissions.
- Approve curricula and rules of discipline developed by department heads and supervisors.
- Grant scholarships to deserving faculty and staff based on merit.
- Manage and administer donations, legacies, gifts, and trusts for the benefit of the Institute or its students in compliance with relevant laws on budgeting, accounting, and auditing.
Personnel Transition
- Faculty and staff of the former Sipocot National School of Arts and Trades are absorbed by the Institute.
- The incumbent vocational school administrator assumes the position of the first vocational school superintendent II.
Faculty Composition
- The faculty comprises teachers, instructors, master teachers, and department heads.
Civil Service Coverage
- Institute personnel are subject to Civil Service laws, rules, and regulations.
Transfer of Assets and Liabilities
- All assets, properties, obligations, funds, and appropriations of the former Sipocot National School are transferred to the Institute.
Appropriations and Effectivity
- Funding for implementing the Act will be provided in the General Appropriations Act following its enactment.
- The name change to the Bicol Institute of Science and Technology shall take effect upon approval of the Act.
- Subsequent operational funding shall be included in future General Appropriations Acts.
- The Act takes effect immediately upon approval.
