Creating the Executive Committee
- Section 1 creates the Executive Committee for the Development of Sangley Point into an International Logistic Hub to oversee the planning and implementation of the Project.
- The Chairman of the Executive Committee is the Philippine Reclamation Authority.
- The Co-Chairman is a Representative of the Office of the Mayor of Cavite City.
- The Members include:
- Department of Transportation and Communications
- Department of National Defense
- National Economic and Development Authority
- Department of Trade and Industry
- Department of Environment and Natural Resources
- Department of Public Works and Highways
- Philippine Economic Zone Authority
Development directive for the Sangley Point hub
- Section 2 directs the Philippine Reclamation Authority to develop Sangley Point into an International Logistics Hub.
- Section 2 requires development of a Container Port and Airport Complex.
- Section 2 also requires development of an Economic Processing Zone with Cyber or Technoparks.
- Section 2 mandates that the development be carried out through a private sector joint venture or a Build-Operate-Transfer (BOT) scheme.
Inter-agency technical assistance and monitoring
- Section 3 requires the creation of an Inter-Agency Technical Committee composed of technical representatives of the Executive Committee.
- Section 3 assigns the Committee the task of assisting the Philippine Reclamation Authority in evaluating joint venture/BOT project proposals.
- Section 3 authorizes the Committee to assist in monitoring the actual development/implementation of the Project.
- Section 3 empowers the Committee to assist in the resolution of all issues and problems arising in the Project to ensure conformance of all development aspects with:
- existing laws
- engineering standards
- Section 3 expressly covers development aspects including relocation of informal settlers/livelihood program, waste management, environmental aspects, reclamation and port development, and drainage facilities.
Agency responsibilities for Project delivery
- Section 4 provides that, subject to existing and pertinent laws, rules and regulations, the agencies shall have specific responsibilities aligned with their respective expertise, powers, and functions.
- Section 4(a) requires evaluation of project proponents invited to submit joint venture/BOT proposals, including preparation of:
- feasibility studies
- engineering design
- land use plan
- environmental studies
- soil investigation
- tidal studies
- hydrographic plans
- other ancillary tasks covering financing and undertaking of the project
- Section 4(b) requires conduct of the selection/bidding process and evaluation of the submitted proposals’ legal, financial, technical and environmental aspects, followed by recommendation of the most advantageous bid/offer to the President of the Philippines.
- Section 4(c) requires regular consultation meetings with local residents to apprise them of the plan.
- Section 4(d) requires facilitating the titling of the reclaimed lands.
- Section 4(e) requires evaluating the proponent’s environmental impact study for the issuance of an Environmental Clearance Certificate.
- Section 4(f) authorizes other functions/responsibilities pertinent or necessary to achieve the objectives of the Executive Order.
Transitory/implementation coverage and placement
- Section 2 frames the Project as integrating port and air transport with an economic district through private sector participation under joint venture or BOT arrangements.
- The Project is centered on Sangley Point, Cavite City with enabling reclamation in portions of Bacoor and CaAacao Bays to expand the district.
- Section 3 ensures that coordination and issue-resolution cover reclamation and port development together with relocation, environment, waste, and drainage concerns.
