Purpose of the College
- To provide higher vocational, professional, and technical instruction in business education and commerce.
- Promote research, advanced studies, and leadership in business education and commerce.
Non-Discrimination in Admission
- No denial of admission based on age, sex, nationality, religious belief, or political affiliation.
College Presidency
- The head of the institution is the President of the Philippine College of Commerce.
- President appointed by the Philippine President on Board of Trustees' recommendation.
- Presidential duties include usual powers associated with a college president.
Composition of the Board of Trustees
- Includes Secretary of Education (ex officio Chairman), Chairmen of Education Committees of Senate and House, Director of Public Schools, College President, Alumni Association President, and Chamber of Commerce President.
- Undersecretary of Education acts as Chairman if Secretary is unavailable; members may elect a temporary chairman if both are unavailable.
- Board members serve without compensation except for actual expenses.
Powers and Duties of the Board of Trustees
- Elect temporary chairman when needed.
- Manage funds provided by law.
- Confer academic titles and degrees.
- Appoint faculty and staff, determine their compensation, duties, and leaves, and remove for cause.
- Approve curricula and discipline rules.
- Set tuition and other fees, with authority to remit in special cases.
- Provide fellowships and scholarships.
- Enact governing rules and ordinances consistent with College purposes.
- Receive and manage legacies, gifts, and donations.
- Establish branches if necessary and funds allow.
Quorum and Legal Process
- Quorum requires majority of members.
- Process against the Board served on President or secretary.
Annual Reporting
- Board must submit a detailed report to the President of the Philippines by June 15 each year.
College Council
- Composed of the College President and all instructors and professors.
- Prescribes curricula and discipline rules, subject to Board approval.
- Sets admission and graduation requirements.
- Recommends awardees of degrees and titles.
- Holds disciplinary power over students within approved rules.
Faculty Composition and Conduct
- Faculty includes all instructors and professors, presided over by the President.
- No religious tests for appointment.
- No sectarian teaching allowed; violation leads to dismissal.
Faculty Appointment Exemption
- Professors and regular instructors exempt from civil service exams or regulations for appointment.
College Secretary
- Appointed by the Board of Trustees.
- Acts as secretary to both the Board and the College.
- Maintains College records.
Use of Secondary Schools
- College President may use Manila secondary schools as training/laboratory schools.
Loan and Transfer of Government Resources
- Heads of National Government Bureaus/Offices may loan equipment, supplies, and employees to the College.
- Employees detailed to the College perform duties as required and time counts as regular service.
Transition of Personnel
- Current School of Commerce faculty and personnel absorbed by the new College.
- Salaries adjusted by Board discretion within appropriations.
Financial Management
- Treasurer of the Philippines is ex officio Treasurer of College.
- All accounts audited by the Auditor General or authorized representatives.
Appropriations
- P450,000 appropriated from National Treasury for the College's purposes.
- Present appropriations retained; future funding included in General Appropriations Act.
Effectivity
- The Act takes effect immediately upon approval.
