Purpose of the College
- To provide professional, technical, and special instruction.
- To promote progressive leadership in elementary education.
Presidency and Appointment
- The head is called the President of the Philippine Normal College.
- Appointed by the President of the Philippines upon recommendation of the Board of Trustees.
- Holds general presidential powers typical to college heads, aside from specific duties in the Act.
Board of Trustees Composition and Compensation
- Composed of: Secretary of Education (ex-officio Chairman), Chairman of Senate Education Committee, Chairman of House Education Committee, Director of Public Schools, College President, and Alumni Association President.
- Members serve without compensation except reimbursement for actual and necessary expenses.
Powers and Duties of the Board of Trustees
- Receive and allocate government funds for the College.
- Confers Bachelor and Master degrees.
- Appoint faculty and staff on College President's recommendation, fix compensation and duties, grant leaves, and remove for cause after due process.
- Approve curricula and disciplinary rules formulated by the College Council.
- Set tuition, matriculation, graduation, lab, and special fees, with power to remit in special cases.
- Provide fellowships and scholarships based on merit.
- Enact rules and ordinances for College governance consistent with law and purposes.
- Accept and administer donations, legacies, and gifts for the College or aid to students, following donor's instructions or Board discretion.
Board Procedures and Reports
- Quorum requires majority of members.
- Legal processes against the Board served on its president or secretary.
- Annual detailed progress report to the President of the Philippines by June 15 each year.
College Council and Academic Governance
- Composed of College President plus all instructors and professors.
- Prescribes curricula and discipline rules subject to Board approval.
- Sets admission, graduation, and degree conferment requirements.
- Has disciplinary authority over students within approved rules.
- Solely recommends degree recipients.
Faculty Composition and Religious Policy
- Faculty comprises all instructors and professors, chaired by the President.
- No religious tests or inquiry for faculty appointment.
- Prohibits inculcation of sectarian teachings or influence for/against religious sects under penalty of dismissal.
Civil Service Exemption
- Professors and regular instructors exempt from civil service examinations or regulations for appointment.
Secretary of the College
- Appointed by the Board of Trustees.
- Serves as secretary of both the Board and the College.
- Keeps designated College records.
Support from Government Bureaus
- Heads of bureaus may loan apparatus, supplies, or detail employees upon College President's request, provided no serious public service detriment.
Use of Public Elementary Schools
- The College President may use one or more elementary schools in Manila as training or laboratory schools, cooperating with the Superintendent of City Schools.
Transition Provisions for Faculty and Personnel
- Faculty and personnel of the former Philippine Normal School absorbed into the College.
- Salaries adjusted by the Board within appropriated funds to ensure seamless continuation of curricular programs.
Appropriations and Funding
- Seven hundred fifty thousand pesos appropriated for 1949-1950 fiscal year.
- Funds released only upon certification of financial availability above government operational needs.
Effectivity
- The Act takes effect on July 1, 1949.
