Board of Trustees Composition
- Chairman: Minister of Education, Culture and Sports.

Powers and Duties of the Board of Trustees
- Enact policies and rules not contrary to law.
- Manage funds appropriated for the State College.
- Receive and administer donations and legacies exempt from taxes.
- Approve curricula and disciplinary rules.
- Confer academic degrees and award honorary degrees.
- Confirm appointments subject to Civil Service rules and fix compensation.
- Remove officials for cause after proper proceedings.
- Establish chairs, fellowships, and scholarships.
- Authorize construction, repair, and procurement of materials and equipment, funded by authorized appropriations or loans.
Administrative Council
- Chaired by the President with vice-president, deans, directors, and comparable officials as members.
- Implements policies on administration, management, and development, subject to Board approval.
Academic Council
- Chaired by the President; includes all faculty members.
- Prescribes curricula and disciplinary rules, subject to Board approval.
- Sets admission and graduation requirements.
- Recommends students for degrees.
- Exercises disciplinary power over students within approved rules.
Faculty Employment and Conduct
- Faculty subject to applicable civil service regulations.
- No religious or political tests for appointment.
- Teaching proscribed from promoting or opposing any religious sect.
- Prohibition against promoting ideologies advocating government overthrow; violation leads to dismissal.
Financial Management and Audit
- Treasurer of the Philippines acts as ex-officio treasurer of the State College.
- Accounts and expenses audited by the Commission on Audit or authorized representatives.
Appropriations and Funding
- Prior appropriations for Partido National High School now allocated to Partido State College.
- Appropriations included in the Annual General Appropriation Act with adjustments recommended by the Minister of Education, Culture and Sports.
Reporting Requirements
- Board of Trustees files annual report with the President via the Minister of Education, Culture and Sports detailing progress, needs, and conditions.
Implementation and Effectivity
- The Minister of Education, Culture and Sports tasked to ensure immediate implementation.
- The decree takes effect upon approval on January 15, 1986.
