Purpose and Scope
- The Institute aims to provide higher vocational, professional, technical instruction and training in trade and industrial education.
- It also offers engineering courses to develop technological potential and talents of youth.
- It promotes research, advanced studies, and progressive leadership in technical and industrial education.
Leadership and Appointment
- The head of the Institute is the President, appointed by the President of the Philippines based on the Board of Trustees’ recommendation and confirmed by the Commission on Appointments.
- The President exercises powers typical of a college president in addition to powers under the Act.
Governance: Board of Trustees
- Government vested in a Board of Trustees composed of:
- Secretary of Education (ex officio Chairman)
- Chairmen of Senate and House Committees on Education
- Director of Vocational Education
- President of the Institute
- President of the Alumni Association
- President of the Chamber of Industries of the Philippines
- In absence of Secretary or Undersecretary of Education, a temporary chairman may be elected from Board members.
- Trustees serve without compensation but are reimbursed for actual and necessary expenses.
Powers and Duties of the Board of Trustees
- Appropriate funds for Institute support.
- Confer academic degrees including Bachelor’s and Master’s degrees.
- Authorize awarding of proficiency certificates and diplomas.
- Appoint key academic and administrative personnel on President's recommendation, set compensation and working conditions, grant leaves, and remove personnel for cause after due process.
- Approve curricula and discipline rules formulated by the Institute Council.
- Fix tuition and other fees responsibly, with provisions to remit fees for deserving students.
- Provide fellowships and scholarships based on merit.
- Enact rules for internal governance and Institute operation within legal boundaries.
- Receive and administer legacies, gifts, and donations for Institute benefit according to donor instructions.
Board Procedures and Reporting
- A quorum constitutes a majority of members.
- Legal processes against the Board are served on its Chairman or Secretary.
- Annual detailed progress report submitted by June 15 to the President of the Philippines.
Institute Council
- Comprises the President, Dean of Instruction, registrar, department heads, professors, and instructors.
- Prescribes curricula and discipline rules subject to Board approval.
- Sets admission and graduation requirements.
- Recommends recipients for academic degrees and titles.
- Holds disciplinary authority over students within approved regulations.
Faculty and Non-sectarian Policy
- Faculty includes professors, instructors, department heads, Dean of Instruction, and registrar, presided over by the President.
- No religious tests for faculty appointments.
- Faculty prohibited from inculcating sectarian teachings or influencing students for or against religious sects, with dismissal as penalty for violations.
Administrative Roles and Exemptions
- Registrar acts as secretary of the Institute and Board, maintaining records.
- Faculty and key personnel exempt from civil service exams for appointment.
Compensation and Personnel Policies
- Board fixes employee compensation upon President’s recommendation.
- Fixed salaries by law for President, Registrar, Dean of Instruction, Department Heads, Professors, and Instructors with specified minimum amounts.
- Secondary and elementary schools may serve as laboratory schools for student teaching.
Government Support and Resource Sharing
- Heads of national bureaus and offices can loan equipment, supplies, and personnel to the Institute as authorized.
- Employees detailed to the Institute remain in regular service and perform designated duties.
Transition and Integration of Existing Personnel
- Existing faculty and personnel from the former school absorbed into the Institute with corresponding functions maintained.
- Salaries adjusted per the law; other personnel salary adjustments at Board's discretion.
Financial Management and Auditing
- Treasurer of the Philippines is ex-officio treasurer; accounts audited by Auditor General or authorized representatives.
- Current school auditor continues with assistance from appointed auditing aides, salary adjustments recommended by the President and approved by the Board.
Transfer of Assets and Obligations
- All personnel, properties, records, obligations, and appropriations of the former school transferred to the Institute.
Appropriations and Funding
- An initial appropriation of nine hundred thousand pesos provided for conversion, operation, maintenance, and construction.
- Subsequent funding included in the General Appropriations Act.
Effectivity
- The Act takes effect immediately upon approval without executive veto.
