Academic Programs and Objectives
- The college will primarily offer higher vocational, occupational, professional, and technical education.
- Courses include applied arts and sciences as well as short-term vocational and technical programs.
- The institution shall engage in research, advanced studies, and promote progressive leadership in relevant fields.
Certification and Diplomas
- The college is authorized to grant proficiency certificates for non-degree courses.
- Diplomas may be awarded to students who complete undergraduate courses.
Admission Policy
- Admission for high school graduates is governed by an open door policy.
- Enrollment is subject to the college's actual capacity to ensure efficient graduate output, optimal facility use, and resource conservation.
Governance and Leadership
- The college shall be led by a superintendent appointed by the Chairman of the Commission on Higher Education.
- The superintendent’s roles and responsibilities are equivalent to those of superintendents in existing government colleges.
Personnel and Administration
- Existing personnel of the Ibajay National Agricultural and Industrial School will be absorbed into the new polytechnic college to maintain administrative continuity.
- The current school administrator shall be appointed as the first college superintendent.
- All personnel shall be governed by Civil Service rules and regulations.
Property and Assets
- All buildings, equipment, facilities, funds, and land of the former school are transferred to the Western Aklan Polytechnic College.
Funding and Appropriations
- Initial funding for implementation will be drawn from the current year’s appropriation for the Ibajay National Agricultural and Industrial School.
- Future operational and maintenance funds will be included in the annual General Appropriations Act.
Repeal and Amendments
- Any laws, decrees, orders, rules, or regulations inconsistent with this Act are repealed or amended accordingly.
Effectivity
- The Act takes effect upon approval, binding all concerned parties to its provisions immediately.
