Composition and Appointment of the Board of Trustees
- Governing body is the Board of Trustees.
- Composed of:
- Minister of Education, Culture and Sports (Chairman),
- Regional Director of NEDA,
- President of the College,
- Four members from Region VIII appointed by the President of the Philippines:
- One authority in science,
- One in agriculture,
- One in arts and trades,
- One in technology,
- At least one alumnus of the former College of Agriculture.
- Initial appointed members have staggered terms (1 to 4 years).
- Subsequent terms last four years.
- Vacancies filled by Presidential appointment for unexpired terms.
- Deputy Minister may temporarily perform Chairman’s functions when necessary.
Board Meetings and Service of Process
- Quorum: Majority of members holding office.

Allowances and Reimbursement for Board Members
- Monthly allowance of one hundred pesos.
- Reimbursement for actual and necessary expenses, subject to budget laws.
Powers and Functions of the Board of Trustees
- Receive and appropriate funds for College support.
- Confer academic and honorary degrees, prohibiting favoritism.
- Authorize proficiency certificates for non-degree completions.
- Appoint officials and employees upon President's recommendation.
- Fix compensations and terms, grant leaves, remove for cause after investigation.
- Establish Chairs and provide for their maintenance.
- Approve curricula and discipline rules drawn by the College Council.
- Provide fellowships and scholarships.
- Enact rules and regulations for College governance.
- Receive and administer legacies, gifts, and donations tax-exempt.
Annual Reporting
- Board must file detailed report each year by the 15th of the second month after classes open.
- Reports cover progress, conditions, and needs.
Role and Powers of the College Council
- Composed of the College President and all faculty teaching collegiate courses.
- Prescribes curricula and discipline rules, subject to Board approval.
- Sets admission, graduation, and degree conferral requirements, reviewed by the Board.
- Sole authority to recommend degree recipients.
- Exercises student disciplinary power within prescribed rules.
Faculty Composition
- Instructors and professors form the faculty body.
Restrictions on Faculty Conduct
- Faculty prohibited from influencing students towards violent or subversive ideologies.
- Violation is ground for dismissal by the Board.
Appointment and Function of the College Secretary
- Appointed by Board on President's recommendation.
- Serves as Secretary to both College and the Board.
- Responsible for keeping College records.
Treasurer and Auditing
- Treasurer of the Philippines serves as ex officio Treasurer of the College.
- Accounts audited by the Commission on Audit or authorized representative.
Support from National Government Agencies
- Heads of bureaus/offices may loan equipment or detail employees to the College.
- Time of detailed employees counts as regular official service.
Transfer of Assets and Personnel
- All assets, records, and personnel of the former College transferred to the new State College.
Appropriations and Funding
- Existing appropriations transferred to the new College.
- Subsequent funds to be provided in General Appropriations Acts.
- Operation deferred until funds are available; new name effective upon Act approval.
Implementation Directive
- Minister of Education, Culture and Sports tasked with immediate implementation steps.
Repeal and Amendments
- Laws inconsistent with this Act are repealed or amended accordingly.
Effectivity
- Act takes effect upon approval.
