Scope and Coverage of Medical Services

  • The Hospital serves all patients in need of hospitalization or specialized medical services from various provinces and cities within the Bicol Region.
  • Patients who cannot receive adequate care at their local hospitals are to be referred to this Hospital.
  • The Hospital continues to conduct teaching, training, and research programs.
  • Admission of medical interns is subject to the capacity of the Hospital's facilities.

Bed Capacity and Expansion

  • The Hospital is authorized to operate with a current capacity of 450 beds.
  • The bed capacity includes the 200-bed Don Susano J. Rodriguez Memorial Mental Hospital at Cadlan, Pili, Camarines Sur, which is under the Hospital’s jurisdiction, supervision, and control.
  • Any increase in bed capacity must reflect the needs of service demands and require prior approval by the Secretary of Health.

Patient Payment Categorization

  • Patients capable of paying must cover the costs of their hospitalization and medical treatments as determined by Hospital authorities.
  • Indigent patients are exempt from payment upon submission of a certificate of indigency issued by the barangay captain of their residence.

Acceptance of Donations and Grants

  • The Regional Director may negotiate and accept donations or grants for the Hospital, but only with prior approval from the Secretary of Health.

  • Necessary funding for the implementation of this Act shall be included in the General Appropriations Act starting from the fiscal year following the Act's enactment and continuing thereafter.

Repeal of Inconsistent Laws

  • All laws, executive orders, proclamations, or decrees, or parts thereof, that are inconsistent with this Act are repealed or modified to the extent of such inconsistencies.

Effectivity

  • The Act takes effect immediately upon its approval by the President of the Philippines.
