Definition of Corps
- Corps of Division Chiefs: Comprises all Division Chiefs holding itemized positions within the Ministry.
- Corps of Assistant Division Chiefs: Comprises all Assistant Division Chiefs within the same offices.
Job Rotation System
- A systematic job rotation system is mandated among Division Chiefs and Assistant Division Chiefs within each Ministry.
- Job rotation aims to enrich experience and background, preparing personnel for advancement to higher levels of the career executive service.
Administration and Oversight
- Implementation and supervision of job rotation lie with the Minister and the Assistant Secretary for Personnel Management.
- Activities must adhere to guidelines and regulations formulated by the Civil Service Commission.
Organizational Structure and Position Creation
- The Minister of the Budget is tasked to evaluate organizational structure and workload to create additional Division Chief and Assistant Division Chief level positions.
- New positions created in the offices of Ministers shall be part of the Corps and may be filled by contractual personnel.
- These positions are primarily confidential and highly technical, and are co-terminus with the appointing Minister.
- Creation and appointment require joint approval by the Chairman of the Civil Service Commission and the Minister of the Budget, unless otherwise provided.
Limits on Position Creation
- Positions created in the offices of Ministers shall not exceed ten percent (10%) of the number of Division Chiefs and Assistants occupying permanent positions within the Central Offices of the Ministry's agencies.
Roles and Responsibilities of Newly Created Positions
- Newly created Division Chief and Assistant Chief positions participate in the job rotation scheme.
- They may be assigned staff or line responsibilities as determined by the Minister.
Budgetary Provisions
- New positions to be funded from lump sum allocations available for personal services in Ministry/Agency/Bureau budgets.
- Position creation within the ten percent limit starts in the calendar year 1979.
Effective Date
- This Order took immediate effect on August 14, 1979.
