Policy objectives for alternative energy
- The government intends to tap all alternative energy sources to achieve two primary objectives.
- The first objective is energy conservation to minimize the use of oil-based sources of energy.
- The second objective is to tap energy sources from materials or techniques natives or indigenous to the Philippines.
- Bio-gas exploitation from solid and liquid wastes collection and disposal systems is identified as one means to achieve these objectives.
Centralization of study, research, and implementation
- Government places the study, research, and implementation of bio-gas exploitation under one body to avoid proliferation of efforts and resources.
- The directive requires a coordinated approach covering both research and practical experimentation.
Directives to responsible officials
- The General Manager, MWSS and other specified officials must review and determine the latest local and foreign developments in bio-gas exploitation for productive purposes.
- They must study the most economic and technologically feasible means to develop bio-gas systems at the subdivision/farm/barrio/municipal and /or city levels under varying local conditions.
- They must determine locations where pilot/experimental projects can be most effectively conducted at large enough scale, including sites such as:
- Vitas in Tondo
- Tatalon Estate in Novaliches
- Bagong Nayon Project in Antipolo
- Maharlika Village in Taguig
- and other similar places
- They must thereafter conduct experiments necessary to achieve the study and feasibility aims.
Ad-hoc body and leadership
- The President constitutes an ad-hoc body to carry out the directives.
- The ad-hoc body is placed under the leadership of the General Manager of MWSS.
- The ad-hoc body is empowered to organize and run the technical, administrative, land, and funding support needed for the bio-gas project work.
Powers: experts, personnel, and compensation
- The ad-hoc body may secure the services of eligible technical personnel from any government, agency, or by hiring private persons as consultants.
- Consultants and technical personnel must form a Resource Group of Experts to prepare the actual study, research, experimentation and design and the supervision of necessary works incidental to the project.
- The ad-hoc body may employ or hire other administrative and professional personnel needed for day-to-day affairs.
- The ad-hoc body may grant honoraria/allowances to government personnel and may pay reasonable compensation to private personnel/consultants as it deems necessary.
Powers: sites and land acquisition
- The ad-hoc body may secure land or sites for the project from any government property.
- Where the selected site is privately owned, the ad-hoc body may compensate private owners of the site selected for the project.
Funding and contribution obligations
- The addressees are directed to contribute funds, personnel and facilities for the project.
- Each addressee contributes as the ad-hoc body determines as needed for project implementation.

- Deputy Director General for Programs and Projects, NEDA
- Chairman, NSDB
- Administrator/General Manager, NHA

- Assistant Secretary, DPWTC
- Representative of Energy Development Board
