Establishment of the Transition Commission

  • Constitutes the Transition Commission ("the Commission") to oversee the transition process.

Composition of the Commission

  • Comprised of fifteen members appointed by the President.
  • Appointments are in accordance with the 2012 Framework Agreement on the Bangsamoro.
  • The Commission may operate en banc or in divisions for efficiency.

Functions of the Commission

  • Draft the proposed Bangsamoro Basic Law consistent with the 2012 Framework Agreement.
  • Recommend amendments to the 1987 Philippine Constitution, if necessary.
  • Assist in identifying and coordinating development programs alongside the MILF Bangsamoro Development Agency and the Bangsamoro Leadership and Management Institute.
  • Coordinate with government agencies and non-government organizations as needed.
  • Conduct dialogues and consultations with the National Government and stakeholders.
  • Perform additional functions as directed by the President.

Coordination with the Legislature

  • Authorized to directly coordinate with legislative bodies to fulfill its mandate.

Duration of the Commission

  • The Commission terminates its operation upon the enactment of the Bangsamoro Basic Law by Congress.

Relationship with Government Agencies

  • National government agencies, GOCCs, and GFIs may be called upon to support the Commission's work.
  • Support is subject to existing laws, rules, and regulations.

  • The Commission shall adopt guidelines to ensure effective implementation of the order.

Repealing Clause

  • All previous issuances inconsistent with this order are repealed or modified accordingly.

Effectivity

  • The order takes effect upon publication in a newspaper of general circulation.
