Establishment of the Transition Commission
- Constitutes the Transition Commission ("the Commission") to oversee the transition process.
Composition of the Commission
- Comprised of fifteen members appointed by the President.
- Appointments are in accordance with the 2012 Framework Agreement on the Bangsamoro.
- The Commission may operate en banc or in divisions for efficiency.
Functions of the Commission
- Draft the proposed Bangsamoro Basic Law consistent with the 2012 Framework Agreement.
- Recommend amendments to the 1987 Philippine Constitution, if necessary.
- Assist in identifying and coordinating development programs alongside the MILF Bangsamoro Development Agency and the Bangsamoro Leadership and Management Institute.
- Coordinate with government agencies and non-government organizations as needed.
- Conduct dialogues and consultations with the National Government and stakeholders.
- Perform additional functions as directed by the President.
Coordination with the Legislature
- Authorized to directly coordinate with legislative bodies to fulfill its mandate.
Duration of the Commission
- The Commission terminates its operation upon the enactment of the Bangsamoro Basic Law by Congress.
Relationship with Government Agencies
- National government agencies, GOCCs, and GFIs may be called upon to support the Commission's work.
- Support is subject to existing laws, rules, and regulations.
Principles of Transparency and Inclusivity
- Ensures transparency, inclusivity, and professionalism in executing its mandate.
- Provides effective consultation mechanisms with all stakeholders.
Secretariat, Technical Committees, and Office
- Organizes a Secretariat led by an Executive Director.
- Secretariat provides administrative and technical support.
- Commission may establish technical committees and engage experts or advisors.
- Location of the office is at the Commission's discretion.
Budgetary Provisions
- Initial funding of One Hundred Million Pesos (P100,000,000) from the Office of the President's Contingent Fund.
- Successive years’ funding to be included in the Office of the President’s budget proposals.
Administrative Guidelines
- The Commission shall adopt guidelines to ensure effective implementation of the order.
Repealing Clause
- All previous issuances inconsistent with this order are repealed or modified accordingly.
Effectivity
- The order takes effect upon publication in a newspaper of general circulation.
