Establishment of the National Reconciliation and Development Program (NRDP)
- The NRDP is created to coordinate and integrate government, non-governmental, and private sector initiatives aimed at national reconciliation.

Creation of the National Reconciliation and Development Council (NRDC)
- The NRDC is the central coordinating body for the NRDP.
- Membership includes key government ministers: Economic Planning (Chair), Local Government (Vice-Chair), Budget and Management, National Defense, Justice, Agriculture and Food, Social Services and Development, Press Secretary, and the Deputy Executive Secretary for Human Settlements (Secretary).
Powers and Functions of the NRDC
- Formulate a comprehensive program integrating existing government initiatives like the Local Communities Program and Community Employment Development Program.
- Establish policies and guidelines for the implementation of the NRDP.
- Deputize government entities and officials as necessary for effective program execution.
- Identify additional technical and financial assistance sources.
- Monitor and evaluate the NRDP's progress continuously.
Role of the Consultative Council
- Composed of various government ministries/agencies and non-governmental organizations involved in the Philippine Development Plan.
- Provides assistance and consultation to the NRDC at the national level.
- Regional Development Councils and local development councils serve as consultative bodies at their respective levels.
Secretariat
- A Secretariat shall be established by the NRDC at the national level to provide administrative support.
Regional Level Coordination: Regional Reconciliation and Development Council (RRDC)
- Established within the Regional Development Council of each region, except for the National Capital Region.
- Responsible for coordinating NRDP programs and projects regionally.
- Composed of regional representatives of NRDC members.
- Powers include coordination, soliciting inter-agency support, engaging NGOs and private sector, monitoring, and reporting.
- Elects a chairman and forms its secretariat for operational management.
Provincial and Municipal Level Coordination
- Provincial Reconciliation and Development Councils (PRDC) and Municipal Reconciliation and Development Councils (MRDC) are established.
- Responsible for implementing Reception and Processing Centers integral to the NRDP.
- Composed of representatives from Social Services and Development, Local Government, and National Defense ministries, among others.
- Empowered to deputize other government entities and encourage non-governmental and private sector involvement.
Budgetary Authority
- The Ministry of Budget and Management has authority to realign or release funds necessary for the NRDP's operational needs.
Separability Clause
- Any unconstitutional provision within the order does not invalidate the entire order.
- Remaining provisions continue to be operative if capable of standalone application.
Repealing Clause
- All laws, orders, issuances, rules, and regulations inconsistent with this Executive Order are repealed or modified accordingly.
Effectivity
- The Executive Order takes effect immediately upon issuance, ensuring prompt action towards national reconciliation and development objectives.
