Constitution of the Committee
- The Greater Metropolitan Manila Solid Waste Management Committee (GMMSWMC) is established.
- The Committee serves as the overall body responsible for the solid waste management plan in Metro Manila and adjoining provinces.
Composition of the Committee
- The Chairperson is the Chairman of the Presidential Committee on Flagship Programs and Projects.
- Members include key Cabinet Secretaries (Environment and Natural Resources; Science and Technology; Public Works and Highways; Health; Justice), the Director-General of the NEDA, the Head of the Presidential Management Staff, and the Chairman of the MMDA.
- Governors of Bataan, Batangas, Bulacan, Cavite, Laguna, Pampanga, Rizal, and Zambales provinces are members.
- The Committee may expand to include other agency officials or local government unit representatives as necessary.
Functions of the Committee
- Formulate and implement a Solid Waste Management Plan for Metro Manila and the adjoining provinces.
- Utilize existing studies conducted by MMDA, Presidential Task Force on Waste Management, local government units, and other agencies in preparing the Plan.
Technical Working Groups
- The GMMSWMC may establish Technical Working Groups (TWGs) comprised of Committee members to assist in their work.
Secretariat and Technical Support
- The Presidential Committee on Flagship Programs and Projects and MMDA provide secretariat and technical assistance to the GMMSWMC and TWGs.
Funding
- An initial budget of Ten Million Pesos (P10,000,000.00) is allocated for the first year, charged to the Office of the President.
- Subsequent funding is included in the annual appropriations of the Office of the President.
- The Committee must submit a work and financial plan to the Department of Budget and Management.
Reporting Requirements
- The GMMSWMC shall submit semi-annual reports to the President detailing activities and accomplishments.
Repealing and Amendments
- This Executive Order repeals Memorandum Order No. 19, s. 1998.
- It amends all inconsistent issuances related to solid waste management in the covered area.
Separability Clause
- If any provision is declared unconstitutional, the rest of the Order remains valid.
Effectivity
- The Executive Order takes effect immediately upon issuance.
