Student fare discount rules
- Students covered by the discount are those enrolled in elementary, secondary and collegiate schools, including academic, vocational and technical schools, duly recognized by the government.
- Students are excluded from the discount if they are enrolled in dancing and driving schools, schools of culinary arts, or short-term courses of the seminar-type.
- Students may avail the discount only during the period of their enrollment.
- Students must present their Student ID cards or registration cards, both duly validated by their schools, bearing their pictures with their names and schools therein indicated.
- Students must present these validated cards to the drivers, conductors or inspectors to avail the discount.
Elderly and senior citizen fare discount rules
- Elderly/senior citizens must present ID cards duly signed by the Mayor of their locality.
- Elderly/senior citizens must also present ID cards signed by the Department of Social Welfare and Development (DSWD).
- Elderly/senior citizens must also present ID cards signed by the Department of Interior and Local Government (DILG).
- The elderly sector requirement applies to all for hire vehicles.
- The elderly discount ID coverage is stated for everyday use.
Disabled person fare discount rules
- Disabled persons must present their ID cards duly issued by the National Council for the Welfare of Disabled Persons (NCWDP).
- Disabled-person fare discount applies to regular PUB & PUJ only.
- Disabled-person eligibility presentation is required for use everyday.
Implementation guides (sector, coverage, unit, day)
- A. Elderly: ID Issued by LGU applies to all for hire vehicles and is effective everyday.
- B. Students (Elementary/High School): Students must present ID/Registration Cards for regular PUB & PUJ Monday-Friday.
- B. Students (College): College students must present ID/Registration Cards for regular PUB & PUJ Monday-Saturday.
- C. Disabled: Disabled persons must present an ID issued by NCWDP for regular PUB & PUJ only everyday.
Penalties for refusal to extend discounts
- The circular penalizes the conductor/inspector/driver of a public utility vehicle who refuses to extend or honor the fare discount.
- For the conductor/inspector/driver, fines are imposed per offense as follows:
- First Offense: P 50.00
- Second Offense: P 75.00
- Third Offense: P100.00
- Fourth Offense: P200.00
- If the refusal by the conductor/inspector/driver is upon instruction of his operator/employer, penalties are imposed on the operator/employer as follows:
- First Offense: P1,000.00
- Second Offense: P2,000.00
- Third Offense: P3,000.00
- Fourth Offense: Fifteen (15) days suspension of the CPC on the route where the unit is authorized to operate.
- Penalty application is triggered specifically by refusal to extend or honor the fare discount provided by the circular.
Effect on prior issuances and modification
- The circular provides that any and all issuances inconsistent with it are modified accordingly, superseded and/or revoked.
- The circular is effective after the required filing under Presidential Memorandum Circular No. 11, dated October 9, 1992, and after the 15-day period from filing.
