Coverage and Eligibility Criteria

  • Students: Must be enrolled in elementary, secondary, or collegiate schools (including academic, vocational, and technical schools) recognized by the government. Excludes dancing, driving schools, culinary arts, and short seminar courses.
  • Discount applies only during the enrollment period.
  • Students must present valid student ID or registration card with photo, name, and school details validated by their school.
  • Elderly/Senior Citizens: Must present an ID signed by the Mayor of their locality, the Department of Social Welfare and Development (DSWD), and the Department of Interior and Local Government (DILG).
  • Disabled Persons: Must present an ID issued by the National Council for the Welfare of Disabled Persons (NCWDP).

Specific Guidelines on Coverage and Validity

  • Elderly: ID issued by local government unit; entitled to discounts on all for-hire vehicles every day.
  • Students:
    • Elementary/High School students with valid ID/registration cards may avail discount on regular Public Utility Buses (PUB) and Public Utility Jeepneys (PUJ) from Monday to Friday.
    • College students with valid ID/registration cards are entitled to discounts on regular PUB and PUJ from Monday to Saturday.
  • Disabled Persons: Must have ID issued by NCWDP; discount applies only to regular PUB and PUJ every day.

Penalties for Non-Compliance

  • Drivers, conductors, or inspectors who refuse to grant the fare discount face progressive fines:
    • 1st Offense: ₱50.00
    • 2nd Offense: ₱75.00
    • 3rd Offense: ₱100.00
    • 4th Offense: ₱200.00
  • Operators or employers instructing refusal face higher fines and sanctions:
    • 1st Offense: ₱1,000.00
    • 2nd Offense: ₱2,000.00
    • 3rd Offense: ₱3,000.00
    • 4th Offense: Suspension of the Certificate of Public Convenience (CPC) for 15 days on the affected route.

Implementing Provisions

  • The memorandum circular takes effect 15 days after filing copies with the U.P. Law Center.
  • Existing inconsistencies with previous issuances are modified, superseded, or revoked accordingly.
  • Issued by the LTFRB with official signatories to ensure enforcement and compliance.
