Discontinuation of COCVF System A for Insurance Companies
- Following the new connectivity, the previous system known as COCVF System A will no longer be accessible to connected insurance companies.
- The Certificate of Cover Authentication Facility (COCAF), managed by the Philippine Insurers and Reinsurers Association (PIRA), will be granted direct access temporarily until July 5, 2010.
- After July 5, 2010, only Compulsory Third Party Liability (CTPL) policies received directly from the Insurance Commission will be accepted for registration processing.
Continuity of Motor Vehicle Registration System Procedures
- No modifications or changes have been made to the Motor Vehicle Registration System (MVRS) as a result of this connectivity.
- Consequently, existing procedures for processing both new and renewal vehicle registrations continue unchanged.
Legal and Administrative Guidance
- The memorandum serves as official guidance to relevant offices and stakeholders regarding the implementation of the new system connectivity.
- Ensures compliance and smooth transition to the new verification process governed by the Insurance Commission and the Land Transportation Office.
Authority and Issuance
- The memorandum is authorized and issued by Assistant Secretary Alberto H. Suansing of the Department concerned.
- The issuance date is June 24, 2010, ensuring immediate effect as from June 25, 2010.
