Mandatory Establishment of Specific Testing Routes
- All licensing heads are mandated to establish and implement specific testing routes for the actual driving test.
- The designated route must include different driving environments and road situations to assess the applicant's driving competence effectively.
Required Features of the Testing Route
- The route must traverse an intersection equipped with traffic lights and proper regulatory and informational road signs, ensuring realistic traffic conditions.
- The route should incorporate maneuvering challenges like parking, reversing, and avoiding road hazards such as potholes.
- A segment of the route should expose the examinee to a busy road to test driving skills under traffic pressure.
Safety and Identification Measures
- The test vehicle must display a warning sign at its rear indicating: "CAUTION PRACTICAL DRIVING TEST BY LTO".
- This serves to alert other road users and enhances safety during the conduct of the test.
Compliance and Enforcement
- The prescribed regulations are to be integral to inspection criteria during monitoring and audit periods by the LTO.
- All prior orders, memoranda, circulars, rules, regulations, or issuances conflicting with these provisions are superseded.
Effectivity
- The memorandum circular mandates compliance beginning 06 September 2004.
- It reflects a formal administrative directive with authority from the Assistant Secretary of the LTO for strict compliance.
