Creation of Additional Research Institutes
- Three new institutes are created at UP Los Baños to complement existing research efforts:
- Farming Systems and Soil Resources Institute
- Institute of Food Science and Technology
- Institute of Animal Science
- The UP Board of Regents is authorized to organize these new institutes utilizing existing university staff, facilities, and programs.
Funding and Financial Support
- Each new institute to receive a minimum of Three Million Pesos (₱3,000,000) for operating expenses in Calendar Year 1982.
- A similar amount allocated for Calendar Year 1983.
- Funding sources include the Special Activities Fund and other appropriate sources.
Capital Outlay Provision
- Ministers of Budget and Management and Public Works and Highways tasked with providing capital outlay requirements.
- Capital funding support spans a three-year period starting from Calendar Year 1984.
Authority to Engage Experts and Incentives
- The seven existing and new research institutes may invite qualified scientists and experts from government and private sectors.
- Institutes may compensate these experts with allowances, honoraria, and other incentives.
- Compensation and incentive guidelines are subject to regulations from the Director-General of the National Science and Technology Authority.
Exemptions from Government Procurement and Travel Limitations
- Institutes are exempted from government restrictions on procurement of scientific and research-related equipment.
- They may also bypass limitations on attendance at scientific and technological conferences abroad.
- Such exemptions require certification by the Director-General of the National Science and Technology Authority.
