Commitment of National Prisoners to Regional Penal Institutions

Local government units face financial difficulties in transferring national prisoners to the New Bilibid Prison.
The Bureau of Corrections experiences significant logistical, financial, and security challenges due to the centralized practice of committing all national prisoners to the New Bilibid Prison before transferring them to other penal institutions.
Goal is to minimize prisoner movements within the national penal system and reduce financial burdens.

Courts shall commit national prisoners directly to designated regional national penal institutions instead of the New Bilibid Prison.
The regional prisons are closer to prisoners' families, which benefits rehabilitation and visitation.
Provincial and City Prosecutors are mandated to file a manifestation with the proper court immediately after conviction, requesting direct commitment to the specified regional institution.

Regions X and XI: Davao Prison and Penal Farm, Panabo, Davao del Norte.
Regions IX and XII: San Ramon Prison and Penal Farm, Zamboanga City, Zamboanga del Sur.
Region VIII: Leyte Regional Prison, Abuyog, Leyte.
Palawan and Puerto Princesa City: Iwahig Prison and Penal Farm, Puerto Princesa City, Palawan.
Mindoro Oriental and Mindoro Occidental: Sablayan Prison and Penal Farm, Sablayan, Mindoro Occidental.

All female national prisoners shall continue to be committed exclusively to the Correctional Institution for Women in Mandaluyong, Metro Manila.
National male prisoners not included in the specified regional designations shall be committed to the New Bilibid Prison, Muntinlupa.
