Legal basis and administrative framework

Policy purpose: storage procedure
- The circular establishes a procedure for the storage of driver’s license.
- The procedure governs when and how a driver’s license may be surrendered for storage with the LTO.
Who may apply and covered licenses
- A driver who desires to discontinue or stop driving may surrender a non-professional or professional driver’s license for storage.
- Only non-professional or professional driver’s licenses may be surrendered for storage under the circular’s procedure.
- Expired driver’s licenses are not accepted for storage.
Place of filing and venue
- The application for the storage of a driver’s license must be filed at the nearest LTO office where the licensee resides.
Required documents and forms
- The applicant must submit the original and valid non-professional or professional driver’s license.
- The applicant must accomplish a storage form to be filled by the LTO Records Officer.
- The applicant must submit the official receipt of payment for storage fee.
Storage schedule and fee determination
- The actual storage of the driver’s license is determined by the date of the Official Receipt of payment of the storage fee.
- The storage fee amount is PHP 500.00.
- The LTO Records Custodian of the branch that accepts the driver’s license for storage must maintain a storage box for this purpose.
Effects while under storage
- While a driver’s license is under storage, it cannot be applied for duplicate.
- If the driver’s license expired for more than two (2) years at the time of retrieval, the licensee must undergo the required written and practical examination.
- If the driver’s license is stored for a period of ten (10) years or more, it must be cancelled and placed under alarm as dormant driver’s license.
- If the driver’s license expired at the time of retrieval, no penalty upon renewal is imposed.
Retrieval process and what must be presented
- The licensee must present the official receipt of payment for the storage fee upon retrieval.
- The licensee must submit a copy of the LTO Storage Form to the LTO Records Custodian.
Repealing and modification clause
- All orders, circulars, and memoranda in conflict with the circular are modified, amended, and superseded.
