The Land Registration Authority (LRA) has implemented IT Service Fees for electronic registration transactions, including chattel mortgage, unregistered land transactions, and land titles, with varying fees for different services and additional charges for excess pages and certifications.

Law Summary

IT Service Fee for Entry in Electronic Primary Entry Book

  • A fee of P100.00 per document is charged for transactions limited to entries in the Electronic Primary Entry Book.
  • This fee applies only when such entry is not part of a separate registration process for which registration fees have already been collected.

IT Service Fee for Printing of Annotations

  • A fee of P150.00 is charged for each carry-over of an existing encumbrance from one title to a new title.
  • Also applies to annotations on titles exceeding the first title covered by the document or instrument subject to registration.

IT Service Fees for Certifications, Certified True Copies, and Verifications

  • Issuance of RD Certifications
    • Fee of P150.00 per title, instrument, or document certified, irrespective of certification type.
  • Network Transmission Fee
    • Fee of P400.00 per transmitted title, instrument, or document when located in a different LRA office.
    • Applies regardless of number of pages or document type.
  • Parcel Verifications and Certifications
    • Fee of P650.00 per parcel verified and certified.
  • Additional Charges for True Copies
    • An extra fee corresponding to 20% of the base fee is charged for each page exceeding the first two pages of:
      • Subdivision plans
      • Technical descriptions
      • Decrees of registration
      • Certificates of title
      • Other relevant documents

Taxation of Fees

  • All fees mentioned are subject to Value-Added Tax (VAT).

Effectivity and Compliance Requirements

  • The Circular becomes effective fifteen (15) days after publication in a newspaper of general circulation.
  • Requires filing of three copies with the University of the Philippines Law Center for compliance and record-keeping.

Authority and Approval

  • The Administrator of the Authority approved and adopted the Circular on February 20, 2012.
