The Land Registration Authority (LRA) has implemented IT Service Fees for electronic registration transactions, including chattel mortgage, unregistered land transactions, and land titles, with varying fees for different services and additional charges for excess pages and certifications.

Covered transactions and fee collection

  • The circular requires that IT Service Fees ( exclusive of Value-Added Tax ) be collected for electronic registration-related transactions covering:
    • electronic registration of chattel mortgage and other personal properties;
    • electronic recording of transactions on unregistered land; and
    • electronic registration of land titles and deeds.
  • The circular requires the collection of IT Service Fees for issuance of certifications and certified true copies, and for verifications connected to land titles, instruments, and documents handled under electronic registration/recording.

Electronic primary entry book fee

  • An IT Service Fee of PHP 100.00 per document entered is imposed for the entry in the Electronic Primary Entry Book for transactions limited to and involving only such entry.
  • The PHP 100.00 per document fee applies where the entry does not form part of a part of a process of registration of a separate instrument for which the IT Service Fee for the Registration of Deeds is already collected.

Printing annotations fees

  • The circular imposes an IT Service Fee of PHP 150.00 for the printing of annotations.
  • For carry-over of each subsisting encumbrance, the fee is PHP 150.00 per carry-over of each subsisting encumbrance of a title to a new one.
  • The circular also imposes PHP 150.00 for annotations on titles in excess of the first title covered by a document/instrument subject of registration.

Certification, certified true copies, and verification fees

  • The circular imposes an IT Service Fee for the Issuance of RD Certifications of PHP 150.00 per title, instrument, and document certified on, regardless of the type/kind of certification issued.
  • The circular imposes an IT Service Fee for Network Transmission of PHP 400.00 per title, instrument, or document transmitted through the network for:
    • certifications; and
    • certified true copies; and
    • verifications made on titles and documents located in a different LRA Office.
  • The PHP 400.00 per title, instrument, or document network transmission fee applies regardless of the number of pages and regardless of the type of document being transmitted.
  • The circular imposes an IT Service Fee for Parcel Verifications and Certifications of PHP 650.00 per parcel verified and certified on.
  • For True Copies of Subdivision Plans, Technical Descriptions, Decrees of Registration, Certificates of Title, and Other Documents, the circular imposes an additional IT service charge of 20% of the base fee subject of previous publications on IT Service Fees for each page in excess of the first 2 pages.

Value-added tax treatment

  • All IT service fees enumerated in the circular are subject to Value-added Tax.
