- Renewal of registration covering private vehicles, government vehicles, and for-hire vehicles.
- Renewal includes normal renewal and renewals with weekly or monthly penalties for late payment.
Modules Covered Under Driver's Licensing System (DLS)
- Issuance of new Student Permits and plain duplicate Student Permits.
- Renewal of Driver's Licenses for both Non-Professional and Professional categories with provisions for plain renewals and revisions of records.
- Conversion of foreign driver's licenses to Philippine Driver's Licenses (non-professional only).
- Revision of pertinent licensee records including changes in address, citizenship, marital status, name, or correction of incorrect personal data.
Modules Covered Under Revenue Collection System (RCS)
- Procedures include fee payments, printing and modification of Official Receipts (OR), OR inventory management.
- Operational processes such as End of Day and Start of Day reporting.
- Note: Payment by check excludes the collection of computer fees.

Directive for Collection of Computer Fees
- Effective date for the commencement of computer fee collection is 01 July 2002.
- In accordance with the LTO IT Build-Own-Operate (BOO) Agreement.
- Computer fees are applied for specified MVRS and DLS modules only.
Fee Structure and Financial Charges
- Motor Vehicle Registration: Computer fee of P120.00 plus VAT of P12.00 totaling P132.00.
- Driver's License: Computer fee of P48.00 plus VAT of P4.80 totaling P52.80.
